Job Description

Horizon Global Partners is seeking an experienced Safety & Health Manager (SSHO) to support overseas construction and facility projects for the U.S. Department of State – Office of Overseas Buildings Operations (OBO). This role is responsible for overseeing construction safety operations, ensuring compliance with project safety standards, and supporting implementation of site-specific safety and health requirements throughout all phases of project execution.

The Safety & Health Manager will work closely with project leadership, subcontractors, and government representatives to maintain a safe and compliant work environment in accordance with U.S. Government and OBO standards.

Key Responsibilities:

• Implement and enforce project safety and occupational health requirements.
• Develop and maintain Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs).
• Conduct daily safety inspections, safety meetings, and toolbox talks.
• Monitor subcontractor compliance with project safety standards and corrective actions.
• Ensure compliance with EM 385-1-1, OSHA, NFPA, and applicable project safety requirements.
• Maintain safety documentation, incident reports, OSHA logs, and related records.
• Coordinate safety training and support emergency response procedures.
• Promote a proactive safety culture across project teams and field personnel.

Accountability:

• The Safety & Health Manager will be responsible for ensuring project compliance with contractual safety and health requirements.
• Failure to maintain required safety standards or comply with project requirements may result in removal at the direction of project leadership or the Contracting Officer’s Representative (COR).

Qualifications:

• Minimum of five (5) years of construction safety and occupational health experience.
• Experience serving as a Site Safety and Health Officer (SSHO) on federal or overseas construction projects preferred.
• Working knowledge of EM 385-1-1 and OSHA construction safety requirements.
• OSHA 30-Hour Construction Safety certification preferred.
• Experience supporting OBO, USACE, DoD, or other U.S. Government projects preferred.
• Strong communication, organizational, and problem-solving skills.
• Ability to work effectively in overseas and fast-paced construction environments.
