Job Description

Duties
Help
  • Serve as an official point of contact for all work requests.
  • Develop preliminary packages for assigned repair, construction, and renovation projects in accordance with the Annual Work Plan (AWP).
  • Visit work sites listed on work orders, discuss requirements of the request with tenants or the using activity to verify work requirement.
  • Collect additional information through personal observation/inspection at the job site and/or through necessary data prior to initiating design packages.
  • Assure completeness of data entered into the system, such as GFEBS, cProjects, etc., consulting originator to verify and correct any obvious errors.
  • Manage the overall coordination and execution of special projects and studies.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a valid State driver's license.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Must be able to obtain and maintain a Secret clearance to have access to classified information and attend classified meetings.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • Temporary Duty travel (TDY) may be required up to 5%.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07 Specialized Experience: One year of specialized experience equivalent to the GS-06 in the Federal service which includes: 1) Developing preliminary packages for assigned repair, construction and renovation projects in support of the annual work plan (AWP) 2) gathering facility information in a field environment and 3) identifying and submitting work request for failed or failing facility components via database of record or established work order systems such as GFEBS, cProjects, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR

Education: One full year of graduate level education in a field directly related to the work of the position such as: Engineering, Program or Project Management related field of study.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-08 Specialized Experience: One year of specialized experience equivalent to the GS-07 in the Federal service which includes: 1) Gathering construction facility information in a field environment to conduct progress meetings with project stakeholders. 2) Preparing or modifying drawings using CAD software 3) Conducting quality assurance through field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: One and a half years of graduate level education in a field directly related to the work of the position, such as engineering, program or project management. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 9. Add the two percentages.

GS-09 Specialized Experience: One year of specialized experience equivalent to the GS -08 in the Federal service which includes 1)Performing on-site inspections of construction projects to ensure compliance with technical specifications 2) Monitoring project schedules to identify potential delays and provided recommendations to mitigate impact on mission objectives; and3)Conducting briefings and preparing status reports for senior officials regarding project milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering, Program or Project Management related field of study. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-10 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Utilizing computing systems or programs such as CAD or GIS software to support design and estimating packages 2) Conducting market research as a method of development of the estimate and 3) Educating customers on funding policies, installation priorities, and DPW procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1) Serving as a primary point of contact for facility managers and tenants regarding work requirements 2) Transforming user requirements into detailed engineering designs and technical specification to support AWP resource planningand 3) Preparing contract documentation for work, estimates, contracts, and delivery orders for projects within the Directorate of Public Works. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Education
