1. Supervises the branch consisting of five to ten military employees engaged in a wide variety of military personnel readiness programs to be Headquarters Pacific Air Force's (PACAF) and 13th Air Force's Personnel Readiness experts.

2. Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) .

3. Primary staff advisor to the COMAFFOR for Personnel requirements in the adaptive planning. This includes the development of a TPFDD for Personnel requirements of personnel/equipment.

4. Performs deliberate planning and Crisis Action planning tasks to include course of action and plan development to OPLANs, CONPLANS, BSPs, contingencies and humanitarian assistance.

5. Acts as the primary advisor to the COMAFFOR for Personnel and cross-functional expeditionary combat support.

6. May be required to participate/augment the AFFOR as liaison for sustainment operations for exercises and contingencies.

  • Minimum security clearance must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • This position requires the employee to occasionally travel away from the duty station.
  • The employee must be willing to travel on military and commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • Must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY.
  • This position may require employee to occasionally work under adverse environmental conditions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes establishing and providing oversight and ensuring execution of a comprehensive assessment/evaluation system of military personnel programs. Identifying, analyzing, and evaluating actual and/or potential problem areas in organization activities, drawing from trend data and knowledge of the organization. Advising leaders on progress of programs and advising of any significant developments that may impact plans. Identifying need for changes in priorities and taking action to implement such changes. Promoting an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mortuary search and recovery, deployment, mobilization, exercise, contingency operations, noncombatant evacuation, or similar operations. Expert knowledge and experience with Personnel Readiness specific policies, concepts, staff and operating functions, and procedures affecting combat support and readiness planning throughout the MAJCOM, WFHQ and AF.

2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

3. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.

4. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

5. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
