Job Description

Duties

  • You will serve as the Sensitive Activities Program Manager and technical expert for the Sensitive Activities Division in charge of three branches with civilian and contractor personnel.
  • You will play a key role in strategic planning, helping to shape future operations and providing effective options to address national security threats.
  • You will negotiate resources, ensure operational alignment, and facilitate the secure sharing of information across different organizational and security boundaries.
  • You will serve as a subject matter expert on the complex security protocols governing SAPs (Sensitive Activities Program) security and sensitive activities.
  • You will ensure the division adheres to all safeguarding requirements for protected information, ensuring strict need-to-know controls and protection against unauthorized disclosure.
  • You will chair and direct various working groups and planning teams to ensure the integration of sensitive activities into all phases of operational planning, from deliberate to crisis action planning.
  • You will represent the Division Chief at the highest levels within the command and with national-level agencies.
  • You will support the Division Chief in the day-to-day leadership of the Sensitive Activities community to include the assignment and completion of staff tasks, management and training of personnel, manning, budget submissions, and other tasks.
  • You will resolve work problems, approve training and travel requests, and oversee hiring actions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, coordinating, and executing Special Access Programs (SAPs), Special Technical Operations (STOs), and compartmented activities at the combatant command, service headquarters, or national agency level.

Examples of specialized experience:
1) Experience integrating lethal and non-lethal effects, Special Operations Forces (SOF) activities, and advanced technologies into joint operational plans or crisis action planning.

2) Serving as a primary liaison or coordinator with national intelligence agencies, interagency partners, and other geographic/functional combatant commands.

3) Directing, managing, and evaluating a diverse workforce (military, civilian, and contractor) operating within highly compartmented and secure environments.

4) Comprehensive knowledge of the lifecycle, security protocols, legal authorities, and oversight mechanisms governing Special Access Programs (SAPs), Compartmented Access Programs (CAPs), and Special Technical Operations (STOs).

5) Broad understanding of political-military dynamics, peer adversary threats (Counter-A2AD, Counter-C5ISRT), and regional geography.

6) Integration of specialized capabilities-specifically SOF core activities and sensitive submarine/subsea operations-into broader strategic objectives.

7) Briefing, advising, and negotiating with Officers, Senior Executive Service (SES) members, and key allied nation leadership regarding highly sensitive, high-risk operational capabilities.

8) Executing delegated supervisory authorities, including performance management, budget execution, hiring, and enforcing Equal Employment Opportunity (EEO) policies.
