Fearless is seeking an experienced 1099 Contract Recruiter to serve as a Technical Talent Advisor supporting our federal contracting business. As a strategic partner to hiring managers, project leads, and contracts/proposal teams, you will source, screen, and place cleared and uncleared technical talent for current task orders and upcoming contract awards. Compensation at Fearless
This is a 1099 independent contractor engagement. Hourly rate or per-placement fee structure is negotiable based on experience, scope, and contract needs. Engagement length is tied to active task orders and award activity, with the potential for extension or renewal based on performance against agreed success metrics.
As an independent contractor, you are responsible for your own taxes, insurance, equipment, and any benefits; Fearless does not provide employee benefits (health insurance, paid time off, retirement, etc.) for this role.
Remote-friendly engagement; occasional travel to Baltimore, MD or client/event locations may be required.

The salary range for this position is:
Minimum Salary: $43.00 per hour

Fearless is seeking an experienced 1099 Contract Recruiter to serve as a Technical Talent Advisor supporting our federal contracting business. The role may involve project-specific surges tied to proposal deadlines and new contract starts, so a sense of urgency and self-direction are essential.
The Impact You Will Create:
- Deliver qualified candidate submissions within 48 hours of request to support proposal readiness and time-sensitive task order staffing.
- Drive a billable candidate placement rate of 90% or higher, directly contributing to Fearless's contract performance, revenue, and reputation with prime contractors and government clients.
- Protect Fearless's audit readiness and contract eligibility by maintaining 100% compliance with OFCCP, EEOC, FAR, and labor category requirements across all sourcing and hiring activities.
- Strengthen hiring manager confidence (target satisfaction score of 85% or higher) by consistently delivering well-screened, clearance-validated candidates with strong technical fit, reducing time-to-fill on all roles of 15 days or less.
Your Responsibilities in This Role:
- Partner with hiring managers, project leads, and contracts/proposal teams to anticipate talent needs based on current and upcoming task orders (TOs) and contract awards.
- Build proactive pipelines for key technical roles such as cleared software engineers, cybersecurity analysts, and network engineers; maintain a depth of five or more well-qualified candidates per role within 72 hours.
- Source candidates through clearance-specific job boards (e.g., ClearanceJobs, ClearedJobs.Net), industry events, veteran transition programs, and internal mobility.
- Maintain relationships with past applicants and "silver-medalists" to support future contract needs and rapid response to award announcements.
- Pre-screen candidates for technical qualifications and security clearance eligibility, leveraging assessment tools.
- Validate certifications (e.g., CompTIA Security+, CISSP) and compliance with DoD 8570/8140 frameworks where applicable; coordinate with the security team for clearance status verification.
- Coordinate interviews with the Recruiting Coordinator, third-party vendors, and prime contractors; communicate clearly around candidate timelines, availability, and federal onboarding logistics.
- Partner with HR and Delivery leadership to develop competitive offers aligned with contract terms, Fearless salary ranges, and SCA wage determination guidelines.
- Track and report on metrics tied to proposal readiness, task order staffing, and billable versus non-billable status; maintain daily, audit-ready records in the ATS.
- Support capture teams with recruiting narratives for proposal staffing sections, attend military career fairs and partner with transition programs like DoD SkillBridge, and maintain contingent offer pools for quick deployment upon contract award.

Technical Skills:
- Demonstrated proficiency with applicant tracking systems (ATS) and recruiting CRM platforms, including documentation practices that meet OFCCP audit standards. Prior experience using Phenom CRM is a plus.
- Strong sourcing fluency on clearance-specific platforms (ClearanceJobs, ClearedJobs.Net), LinkedIn Recruiter, and Boolean search techniques. Willingness to leverage AI responsibly in the sourcing and identification process.
- Familiarity with common cleared technical certifications (e.g., CompTIA Security+, CISSP, CCNA, AWS).
- Experience administering and interpreting pre-employment technical assessments (e.g., Test Gorilla, Hacker Rank, etc.).
- Understanding of federal security clearance levels (Public Trust, Secret, TS/SCI) and the clearance lifecycle, including e-QIP and SF-86 processes.
Soft Skills:
- Consultative communication and stakeholder management with hiring managers, contracts teams, and prime contractor partners.
- Sense of urgency and composure under tight proposal and task order deadlines.
- High attention to detail across compliance documentation and candidate records.
- Self-directed; able to manage a full requisition load independently with minimal day-to-day oversight.
- Adaptability across cleared and uncleared, billable and non-billable hiring needs as priorities shift.
- Discretion and professionalism when handling sensitive candidate and contract information.
Prior Experience:
- Mid-level to senior; minimum of five years of full-cycle technical recruiting experience, with at least three years recruiting for federal government contractors or within a cleared environment.
- Proven track record sourcing and placing candidates with active security clearances (Secret, TS/SCI). Experience supporting proposal staffing, contingent offers, and contract award ramp-ups is strongly preferred.
- Prior 1099 or independent contractor recruiting experience is a plus.
Education:
- Bachelor's degree preferred in Human Resources, Business, Communications, or a related field. Equivalent professional recruiting experience will be considered in lieu of a degree.
Additional Qualifications and Project-Specific Needs (Optional):
- AIRS or other recognized recruiting certifications (e.g., CIR, CDR, CSSR, PHR, SHRM-CP).
- Prior experience partnering with DoD SkillBridge or other military transition programs.
- Established network of cleared technical talent and active presence within cleared recruiting communities.
- Familiarity with federal capture and proposal processes, including responding to RFPs, RFIs, and individual task orders.
- Experience supporting agencies such as DoD, IC, DHS, or civilian federal customers.
Physical Requirements:
- Ability to sit for extended periods while working on a computer or during meetings.
- Must be able to travel occasionally to client sites or company meetings.
- Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
- Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).
