Position Overview:
MTSI is seeking a Senior Technical Program Manager to serve as the principal acquisition advisor to the USSOCOM PEO-FW/Strike Program Manager in Tampa, Florida. In this critical role, you will spearhead the acquisition, development, integration, and fielding of complex strike systems, with a primary focus on the AC-130J Gunship program. You will act as the driving force behind modernizing critical defense systems, translating urgent operational requirements into executable acquisition strategies to rapidly deliver advanced capabilities to our special operations forces.
As a key liaison between USSOCOM leadership, Combat Acquisition Detachments (CADs), AFSOC, and industry partners, you will lead Integrated Product Teams (IPTs) and oversee comprehensive fielding roadmaps. The ideal candidate is a seasoned defense acquisition professional who excels at managing cost, schedule, and technical performance while driving programmatic Courses of Action (COAs). While a technical background in complex aviation or radar systems (such as the APG-83 AESA) is highly desirable, your primary focus will be leveraging your deep expertise in DoD and USSOCOM acquisition processes to navigate challenges and ensure mission success for the PEO-FW/Strike portfolio.

Primary Duties:
- Serve as the primary Technical Program Manager and representative for PEO-FW/Strike AC-130J Program Manager (PM) in all acquisition matters.
- Lead Integrated Product Teams (IPT) for complex strike systems and critical upgrades.
- Develop programmatic Courses of Action (COAs), actively managing funding, schedule, and technical impacts/benefits for AC-130J and related integration efforts.
- Work directly with PEO-FW and maintain consistent contact with Combat Acquisition Detachments (CADs), AFSOC, and vendors for information and coordination on acquisition requirements, processes, procedures, and system integration.
- Develop overarching program implementation and fielding road maps.
- Coordinate, facilitate, and attend critical milestone and leadership meetings.
- Provide project status updates, risk assessments, and briefings to senior leadership.
- Travel as required to support program execution.

- Drive the acquisition strategy, development, fielding, integration, and sustainment of the AC-130J Gunship and related complex strike systems.
- Collaborate with CADs to understand operational requirements and translate them into actionable acquisition strategies and technical specifications.
- Coordinate program activities with various government and industry partners, ensuring effective communication, schedule alignment, and collaboration.
- Identify, track, and mitigate programmatic, schedule, and technical risks associated with program execution.
- Oversee the development and review of program documentation, including system specifications, test plans, and integration procedures.
- Participate in system design reviews, providing senior-level programmatic assessments.
- Develop and implement long-term program strategies, fielding plans, and capability roadmaps.
- May require occasional travel to support program activities.
Qualifications Required:
- 10+ years' experience working as a Defense Acquisition Manager, Program Manager, or in a related senior-level acquisition field.
- Demonstrated expertise in DoD and USSOCOM acquisition processes, policies, and procedures.
- Proven track record performing as a technical program manager or acquisition lead for complex aviation, strike programs, or equivalent defense systems (AC-130J experience highly preferred).
- Excellent communication, interpersonal, and presentation skills, with the ability to brief senior government leadership.
- Ability to work independently and lead cross functional teams.
- Strong programmatic problem-solving and analytical skills (cost, schedule, and risk management).
- Must be a US Citizen and successfully complete a U.S. government background investigation.
- Must be able to obtain and maintain a Top-Secret clearance by date of hire.
Education:
- Bachelor's degree in business, Acquisition/Program Management, Engineering, or a related field required, master's degree preferred.
- Minimum of 8-10+ years of experience in defense program management or acquisition leadership.
Even better if you have these desired skills (Technical/Engineering):
- Demonstrated technical expertise in APG-83 (AESA) radar technology, including system design, integration, and testing.
- Strong understanding of software-defined systems and complex electronic systems integration.
- Experience with airborne radar systems, military communication systems, and electronic warfare systems.
- Familiarity with relevant military engineering standards and technical specifications.
- An educational background specifically in Systems, Electrical, or Computer Engineering.
- Experience working on-site in a government client environment.
Clearance Requirements:
- Must possess an active DoD Top Secret (TS) Clearance, with SCI and SAP eligibility.
