Help
Manages and operates a comprehensive Human Resources (HR) program that includes up to 800 NAF employees, 75 supervisors and managers. Serves as a key advisor and member of the General Manager's group providing advisory services to managers on HR management. As Chief of the HR team, leads of group of specialists and assistants in accomplishing technical functions and requirements to support a large resort lodging and the food and beverage operations at the Hale Koa Hotel. Assigns, directs, supervises, and reviews execution of HR functions and objectives. Plans and carries out work integrating a variety of resources and applying judgment and ingenuity in developing problem solving approaches. Keeps the General Manager apprised of controversial situations. In conjunction with the leadership and command, develops policies, procedures, supporting instructions, directives, and procedures applicable to the program. Applies specific knowledge of policies and procedures in the application of non-foreign area pay and allowances, requirements for effecting moves into and out of the area, requirements and costs for effecting permanent change of station moves, and application of portability of benefits between APF and NAF employment systems. Executes training, recruitment and employee motivational and recognition programs on behalf of the organization. Conducts surveys to evaluate execution of all programs and leadership initiatives. HR functions responsible for are labor-management relations, labor negotiations, management-employee relations, recruitment and placement, classification, training, pay and awards, technical services, safety and workers' compensation, employee assistant services, staff care programs and the wellness program. Serves as facilitator on various improvement committees for Food and Beverage Success, Workload Health and Safety, and the Incentive and Performance Award Committee. Exercises delegated responsibilities in classification and the authentication of personnel actions. Work is performed independently of any Civilian Personnel Advisory Center oversight as authorized by regulation. Command oversight is IMCOM G-9.Supervises subordinate personnel.

A qualified candidate must possess the following:
Progressively responsible experience and training that demonstrates the ability to successfully perform the duties listed above.
Must have specialized experience of a minimum of 3 years managing the activities of a diverse HR office performing the full-range of support assignments in more than one personnel specialty area.
Communication skills are essential both in writing and speaking.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
Labor management experience as a member of a negotiating team or as chief negotiator.
Experience working with higher headquarters in advising or making policy and regulatory changes.
A general knowledge of the law is required (5 USC), as well as working knowledge of the Department of Defense Instruction, DODI 1400.25, and Army Regulation AR 215-3.

PCS Costs:
- Payment of Permanent Change of Station (PCS) costs may be authorized based upon a determination that a PCS move is in the Government interest.
- This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
- Non-foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
