Job Description

Duties

  • You will serve as a senior cost analyst responsible for leading complex cost estimating and analysis efforts across multiple acquisition programs.
  • You will lead the development, integration, and validation of complex life cycle cost models utilizing a wide variety of costs estimating tools and processes.
  • You will develop, evaluate, and defend costs estimate of complex software development efforts for C4I systems related hardware and software programs.
  • You will lead cost risk analysis efforts by interfacing with program office engineers and stakeholders to identify cost, technical and schedule risks.
  • You will interpret and apply Department of the Navy (DON) and Department of Defense (DoD) acquisition policies and regulations related to cost estimating and analysis.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading complex cost estimating and analysis efforts across multiple acquisition programs; Applying cost modeling, risk analysis, and estimating methodologies to develop, evaluate, and defend cost estimates; AND providing guidance to program offices and stakeholders and resolving complex cost estimating issues involving multiple variables and constraints.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

In accordance with NAVWAR Echelon II compensation model, this position has been classified as a DP-04 Control Point position with a salary cap to the GS-14 Step 10 equivalent

This position is covered by the Department of Defense Priority Placement Program.
