Key Responsibilities:
KBR seeks a Knowledge Manager to support the CAPE Joint Data Support (JDS) Division. CAPE JDS is a multi-source funded and OSD CAPE managed organization responsible for identifying, collecting, developing, analyzing, managing, and disseminating historical, current, and future years U.S. and Non-U.S. forces inventory, capabilities, and deployment data (including planning, programming, and acquisition data) supporting collaborative study teams guided by the Analysis Working Group (AWG). JDS develops standardized data products and analytic tools to support Joint analytic efforts focused on Senior Leader decision support. Additionally, JDS supports AWG led SCI/SAP/SAR studies and analyses.
The Knowledge Manager focuses on providing direct support and relevant subject matter expertise to priority DOW studies through the curation of strategic analysis products, tools, and data that can be obtained by Department analysts in outward facing knowledge management tools to increase collaboration and reduce redundancy.
The contractor shall:
• Provide resources to targeted high-priority studies that priority study analysts require to efficiently execute their analyses.
• Collect, employ, and store metadata and details of all priority DOW studies; ensure appropriate metadata capture and organization to facilitate efficient and logical study discoverability.
• Analyze feedback and metadata signals from internal customer relationship manager to improve support processes, implement improvements, and measure effectiveness.
• Create and maintain database of historical and current DOW studies including detailed information on the study's aim, tools leveraged, analysts involved, results/outcomes, etc.
• Coordinate with JDS developers and content managers to improve and develop methodologies and techniques for capturing the metadata of key DOW studies.
• Develop executive summaries and briefings, internal JDS coordination of study material, and posting/dissemination of products in a controlled access environment.
• Provide subject matter expertise in key functional domains aligned to Deputy Secretary of War priorities.
In addition, the contractor shall:
• Collect, compile, and analyze customer feedback monthly to improve quality of all product/service offerings and overall customer satisfaction.
• Monitor and evaluate internal data signals and customer feedback weekly to improve support processes, implement improvements, and measure effectiveness.
• Work with JDS product and support teams to develop and implement product/service improvement strategies.

Additional Compensation:

Qualifications:
Required:

- BA Degree
- A minimum of ten (10) years of experience in at least two (2) of the following areas:
- Military or operations research-related field (e.g., U.S. current military operations, munitions, readiness, and deployment routines covering air/space, ground, special operations, and maritime domains) The DoD Planning, Programming, Budgeting, and Execution (PPBE) DOD process.
- Force and capability development within the Joint Capabilities Integration and Development System (JCIDS) or equivalent DoD frameworks.
- A minimum of ten (10) years of experience working with DOD stakeholders to collect, maintain, and refine complex datasets (e.g., force structure modeling, operation readiness, and global logistics data).
- A minimum of three (3) years of demonstrated ability leading DOD analytic and/or operations research teams focused on force structure planning, capability gap assessment, or force posture analysis as a Team Lead.
- A minimum of 10 years, possessing adeptness in interfacing clients regarding data-driven policy decisions, requirements generation, and strategic planning, as well as demonstrated expertise in using Structured Query Language (SQL) to manage and query logistics and force inventories, personnel readiness databases, and intelligence reports.
