Sr. Technical Advisor Engineering Systems

KBR is seeking a Senior Technical Advisor, Engineering Systems to support a U.S. Navy training modernization program focused on advancing state-of-the-art training systems across surface, undersea, aviation, and non-aviation domains. This role supports the Naval Air Warfare Center Training Systems Division (NAWCTSD) and contributes to research and analysis that improves Warfighter readiness across individual, team, and multi-team training environments. The position plays a critical role in assessing Science & Technology (S&T) initiatives, guiding their transition into operational training systems, and aligning technical efforts with acquisition and budget strategies. This is a part-time opportunity suited for a senior professional with deep Navy program and acquisition experience seeking meaningful impact.

Roles and Responsibilities
- Analyze completed and maturing Science & Technology (S&T) initiatives within NAWCTSD to assess technical readiness, capability gaps, and transition potential into training systems.
- Evaluate technical maturity and outcomes of S&T efforts to define viable transition paths into trainers and the broader synthetic training environment.
- Develop and maintain an integrated roadmap that aligns S&T projects with training system priorities, transition timelines, and interdependencies.
- Author Program Objective Memorandum (POM) issue sheets aligned with Department of War Planning, Programming, Budgeting, and Execution (PPBE) processes and schedules.
- Build funding execution profiles that integrate S&T, Procurement, and Operations & Maintenance (O&M) resources in support of roadmap objectives.
- Create and maintain Driver Trees and Performance-to-Plan artifacts to measure progress, outcomes, and alignment to strategic goals.
- Define acquisition strategies that support the transition of S&T capabilities into programs of record and fielded training systems.
- Collaborate with government stakeholders, program offices, and engineering teams to ensure technical, budgetary, and schedule alignment across the training enterprise.
Basic Qualifications
- BS Degree in Engineering or a related technical discipline.
- Minimum 12+ years of related experience in U.S. Navy program management, including full lifecycle execution from requirements definition and planning through delivery, sustainment, and modernization.
- Active Secret security clearance (or ability to obtain and maintain).
Preferred Qualifications
- Masters degree + 20+ years of experience
- Defense Acquisition University (DAU) Program Management / Project Management Professional (PMP) Certified with extensive experience managing complex Department of the Navy acquisition and technology programs.
- Experience developing, authoring, and defending Program Objective Memorandum (POM) issue sheets and budget strategies through multiple PPBE cycles, including briefings to senior OPNAV leadership.
- Experience with financial execution planning, cost analysis, Integrated Baseline Reviews (IBRs), and Earned Value Management System (EVMS) reporting to ensure alignment with cost, schedule, and performance objectives.
- Experience developing and executing acquisition strategies aligned with programs of record, including preparation of Statements of Work (SOWs), CPARs, and other critical acquisition documentation.
- Experience integrating Science & Technology initiatives into acquisition programs, including roadmap development, transition planning, and alignment to training systems and synthetic environments
