Program Summary

KBR's Readiness and Sustainment (R&S) division is the Team Behind the Mission®. We deliver mission critical services to the U.S. military and coalition partners around the world. Our key capabilities include base operations; contingency and expeditionary support; next generation asset management; digitally focused logistics; prepositioned stock; and integrated supply chain management.

KBR provides Base Operating support services and post-conflict reconstruction support under Naval Support Activity (NSA) Bahrain, Jebel Ali, UAE and related task orders.

Job Summary

The Lead Specialist, Contracts will provide on-site contract support for United States Navy base operating services and contingency services task orders in Bahrain and related areas. The ideal candidate will possess specialized expertise in contract management, interpreting business issues and recommending best practices while identifying innovative solutions. You will work independently, mentor project teams, and leverage advanced analytical skills to solve complex problems and achieve objectives. Roles and Responsibilities
  • Conduct contract requirements development, negotiation, and administration of contracts and subcontracts.
  • Review performance requirements to ensure contracts comply with legal requirements, customer specifications, and government regulations.
  • Issue contract and financial program documents, structuring contractual terms to align with business strategy.
  • Initiate internal documentation to authorize and direct work according to contractual specifications.
  • Monitors the performance of contractual obligations to ensure adherence to agreed terms.
  • Mentor and lead project teams, advising on best practices to improve products, processes, or services based on industry knowledge.
  • Interprets internal (KBR) or external business (Industry) issues and recommends best practices.
  • Advise multi-disciplinary teams or run projects with moderate resource requirements, risk, and/or complexity.
  • Guide others to solve complex problems using sophisticated analytical thought and innovative solutions.
  • Communicate difficult concepts and negotiate with others to influence decisions.
  • Impacts the achievement of customer, operational, project or service objectives; work is guided by broad Unit/Division/Department policies and customer requirements.
  • Provide limited supervision of team members, including oversight of daily tasks, verification of timecards, and input into performance appraisals.
  • Serve as the primary customer contact for the assigned area of responsibility.


Basic Qualifications
  • Must be a U.S. Citizen with a current, valid U.S. Passport, or the ability to obtain one.
  • Must possess a U.S. Driver's License.
  • Ability to read, write, speak, and understand English fluently.
  • Bachelor's Degree from accredited four-year college.
  • 7+ years of experience in Federal Government contract management/administration.
  • Demonstrated experience in administration and management of major contract types: fixed-price, hybrid, and various cost-type contracts, including award fee.
  • Proven skills in change management, planning, organizing, directing, communicating, and controlling, with strong decision-making capabilities.
  • Understanding of litigation, claims processes, and experience with legal communities.
  • Proficiency in using computers and related software such as Microsoft Office and other common office products.


Preferred Qualifications
  • MBA or advanced degree is a plus.
  • Ability to obtain a SECRET Security Clearance is a plus.
  • Experience with US military and/or State Department contracting, base operation support services (BOSS) contracts, and previous on-site OCONUS support preferred.
  • Further demonstrated continuing education in Federal Acquisition Regulation (FAR) and Department of State Acquisition Regulation (DOSAR).
  • Experience working with DFARS, Agency regulations, ITAR, etc.
