Job Description

EUM Specialist – Haiti End-Use Monitoring (EUM)
Location: Port-au-Prince, Haiti with travel throughout Haiti
Travel: Required throughout Haiti, including remote and higher-risk areas, as mission and security conditions allow
Employment Note: Contingent upon contract award and customer approval
Position Summary
SkyBridge Tactical is seeking an EUM Specialist to conduct field inspections, asset verification, inventory documentation, tagging support, facility security audits, and related reporting in support of the Haiti End-Use Monitoring mission. This is a field-forward role requiring strong compliance, logistics, and accountability skills, along with cultural awareness and the ability to work respectfully with U.S. personnel, Haitian counterparts, and government officials.
Job Duties and Responsibilities
- Conduct in-person, secondary, and virtual monitoring activities to verify asset presence, condition, storage, and proper use.
- Record serial numbers, barcode data, photographs, location information, and other supporting documentation during inspections and inventories.
- Support facility security audits, handovers, physical counts, tagging, and related EUM field tasks.
- Identify compliance issues, unusual patterns, and potential lost, damaged, or theft concerns for escalation through the chain of command.
- Prepare timely field notes, trip records, inspection reports, and supporting documentation in accordance with contract procedures.
- Travel throughout Haiti in support of planned and short-notice monitoring missions.
- Work closely with team leadership and counterparts to maintain accountability of defense articles and related assets.
- Support inventory reviews, property accountability efforts, and verification of storage and control procedures.
- Maintain professionalism and compliance while operating in challenging, austere, and high-risk environments.
- Ensure all activities are conducted in accordance with customer guidance, security requirements, and operational protocols.
Required Qualifications
- U.S. Citizen or Foreign National.
- If U.S. Citizen, ability to obtain MRPT.
- Minimum three (3) years of experience in export compliance, defense logistics, property/asset accountability, supply chain management, or monitoring and evaluation.
- Proven ability to conduct field inspections in challenging environments.
- Strong analytical and organizational skills, risk assessment ability, and independent operational judgment.
- Fluency in Haitian Creole.
- Based in Port-au-Prince, Haiti during performance.
- Proficiency in Microsoft Office and compliance tracking systems.
- Able to drive armored vehicles.
- Ability to travel without restriction throughout Haiti.
Preferred Qualifications
- Fluency in French.
- Experience working with defense articles, inventories, sensitive equipment, or property accountability systems.
- Experience supporting inspections in high-threat, austere, or conflict-adjacent environments.
Screening / Compliance Conditions
- Must be able to complete the High Threat Security Overseas Seminar for Contractors (HTSOS-C) or hold an accepted equivalent before deployment if entering country under the contract.
- Personnel whose primary duty includes driving must complete defensive/counterterrorism driving maneuver training.
- Must be medically and psychologically fit for duty in Haiti.
- Must be able to comply with security, accountability, vetting, badging, and customer approval requirements.
- All assigned personnel will be classified as non-Chief of Mission (non-COM) contractor personnel and must clearly identify themselves as contractors in all official interactions.
