**This position is contingent upon award of contract**

SOSi is seeking a highly qualified Program Manager to support an Intelligence government customer. The onsite Program Manager (PM) is responsible for the overall performance and daily operations of the Task Order (TO), serving as the primary point of contact for all contract matters. The PM has full authority to act on behalf of the contractor, ensuring effective management of cost, schedule, performance, and risk across all project activities, including systems, tools, equipment, software, facilities, and other operational requirements. The PM manages project operations to ensure production schedules are met, system resources are utilized efficiently, and strong relationships are established with customers and stakeholders. The PM coordinates increased contractor footprint and requirements upon government execution of surge requirements, tracks and reports on contractor surge support, and establishes the Program Management Office (PMO) for post-activation execution. The PM provides management support for contractor communications, security processing, space requirements, travel, visas, taxes, and Status of Forces Agreement (SOFA) considerations, and oversees Intelligence Management specialists and special security technicians supplementing CMG receipt staging and onward integration (RSOI) of increased contractor staff.

Essential Job Duties:
  • Serve as the primary onsite authority for all contract matters, designated in writing to the contracting officer.
  • Oversee and manage all aspects of project operations to ensure production schedules are met and system resources are utilized efficiently.
  • Establish and maintain effective relationships with customers and stakeholders.
  • Responsible for cost, schedule, performance, and risk identification/mitigation for all assigned projects, including systems, tools, equipment, software, facilities, and other activities.
  • Coordinate and resolve production-related issues to maintain operational continuity.
  • Manage and coordinate increased contractor footprint and requirements upon government execution of surge requirements.
  • Track and report on the status and progress of contractor surge support.
  • Establish and manage the Program Management Office (PMO) for post-activation execution, including contractor communications, security processing, space requirements, travel, visas, taxes, and SOFA considerations.
  • Oversee Intelligence Management specialists and special security technicians supplementing CMG receipt staging and onward integration (RSOI) of increased contractor staff.
  • Ensure project alignment with NSS/NDS objectives, with a focus on peer competition and China crisis priorities.
  • Lead and coordinate a planning team to track intelligence requirements drivers and develop staffing solutions across the CMG operational spectrum.
  • Maintain and update a weekly matrix of all available resources and contingency factors affecting staffing.
  • Possess an intelligence planning background to effectively plan and support intelligence activities across the spectrum.
  • Ensure compliance with all contract requirements and provide regular updates to the contracting officer and stakeholders.


Qualifications

  • Active TS/SCI security clearance.
  • Bachelor's degree in a relevant field (e.g., Intelligence, National Security, Business Administration, or related discipline).
  • Minimum of 10 years of experience in program or project management within the defense or intelligence community.
  • Demonstrated experience in intelligence planning and support across a range of intelligence activities.
  • Proven ability to manage cost, schedule, performance, and risk for complex projects.
  • Experience managing surge requirements and increased contractor footprint.
  • Strong leadership, communication, and interpersonal skills.
  • Experience coordinating with multiple stakeholders and managing cross-functional teams.
  • Availability to work onsite Monday through Friday, 0700-1600.

Preferred Qualifications
  • Master's degree in a relevant field.
  • Project Management Professional (PMP) certification or equivalent.
  • Experience supporting the Intelligence community.
  • Direct experience with NSS/NDS alignment and peer competition priorities, especially related to China crisis planning.
  • Experience with resource matrix management and contingency staffing planning.
  • Prior experience as a Program Manager on government contracts of similar size and scope.
  • Experience establishing and managing a Program Management Office (PMO) for post-activation execution.
  • Familiarity with SOFA considerations, travel, visas, taxes, and security processing for contractor staff.
  • Experience overseeing Intelligence Management specialists and special security technicians.
  • Familiarity with SPARC or similar intelligence support programs.


Additional Information

Working Conditions
  • Normal office conditions.
  • The primary performance location for this contract will be Washington, D.C.
  • The Government reserves the right to require contract performance at alternate locations, as dictated by mission requirements; these locations may be subject to change.
  • Occasional travel may be required to support global engagement activities and coordination efforts.
