Help

Typical work assignments may include the following:
  • Research complex activities, devises new methods, and recommends strategies to improve the Directorates programs.
  • Utilizes the latest management techniques and principles to conduct studies and analyses of human resources issues, including data collection and analysis, workforce planning, employment engagement studies, and performance management in the Directorate.
  • Provides management assistance in the accomplishment of special projects relating to human resources management, such as data collection and analysis, workforce planning, employment engagement studies, and performance management.
  • Performs organizational studies for branches and/or divisions within the
    Directorate in terms of consolidations of similar functions, workforce reductions, maximizing
    resources, and overall improvement of organizational structuring.
  • Gathers performance data for all programs and divisions, focusing on key indicators like cost, timeliness, service quality, and customer satisfaction with accepted management analysis practices and standards.
  • Monitors actions to ensure adherence with management objectives, and/or administrative laws, regulations, and FSD policies.
  • Reviews all new or revised policies and regulations that affect the Directorate's existing
    programs.

Qualifications

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level of GS-12 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Researching, advising and recommending strategies to improve programs; Conducting studies and analyses related to human resources issues to include data collection and analysis, workforce planning, employment engagement, and performance management; Assisting with improving the efficiency and effectiveness of programs and streamlining procedures and resource allocations; Gathering performance data for all programs and divisions, focusing on key indicators like: cost, timeliness, service quality, and customer satisfaction with accepted management analysis practices and standards; Collecting information to identify problems, assessing needs, and evaluating policies; Identifying areas for improvement and monitoring actions to ensure adherence with management objectives, and/or administrative laws, regulations and policies; Serving as a mentor, conducting research and representing the organization at inter-agency meetings; And preparing and editing written documents that outline the organization's stance on various negotiation issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE-DUTY SERVICE MEMBERS: Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission. Probationary Periods: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.
