Job Description

Duties

  • You will perform substantial analysis and technical evaluations when monitoring the performance of department employees, examination of equipment systems or as associated with on-site inspection of NCTS Guam assigned facilities.
  • You will review, evaluate and make appropriate recommendations concerning overall plans and proposals, maintenance service contracts for the command and higher-level agency telecommunications programs.
  • You will monitor and coordinate resolution of all maintenance and facilities engineering problems as well as all installations, modifications and upgrades within the department assigned areas.
  • You will analyze established processes, procedures and performance concerning equipment and facilities maintenance that would enhance operational effectiveness and efficiency.
  • You will coordinate with other organizations or agencies to discuss plans, methods and procedures to prevent project problems or issues.
  • You will monitor and promote workplace safety programs; communicates and encourages employees to identify ways to improve production, quality or process.
  • You will participate in site surveys and/or negotiations with Government and contractor representatives to determine scope of work required for equipment and facilities upkeep that increases mission effectiveness and enhances operational capability.
  • You will monitor installation, removal, repositioning and maintenance of communications-electronics equipment.

  • You will be required to obtain and maintain a current valid United States driver's license. Occasional off-site travel is required.
  • This position is Testing Designated Position (TDP) due to incumbent being required to have either continuous or intermittent TS access. Subject to random drug testing.
  • The incumbent will have to pass a pre-employment physical to meet Physical Efforts requirements. This position may require an annual physical or medical surveillance examination.
  • Personal Protective Equipment (PPE) such as hardhats, safety glasses and harnesses, electrical/chemical gloves, steel toe footwear and other forms of protective equipment may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Clearance required: Top Secret clearance.
Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
1. Conduct technical evaluations of personnel, equipment systems, and facility inspections.
2. Review and recommend actions for engineering plans (BESEP) agreements (ISSA/MOU) and Contracts.
3. Resolve engineering issues and oversee all system installations, modifications, and upgrades.
4. Liaise with agencies to optimize project scopes and align infrastructure with mission needs.
5. Evaluate maintenance workflows and performance to maximize operational efficiency.
6. Conduct site surveys and negotiations to define mission-critical upkeep and capabilities.
7. Supervise equipment lifecycles and support systems operational verification testing (SOVT).

This position is within the Work Category Technician & Administrative Support at Work Level III, Series and Grade GG-1640-11.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology:

Successfully completed a Ph.D. or equivalent doctoral degree.

or

Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.

or

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
