1. Plans, organizes, and directs the activities of the N&NC J6 Cyber Assurance Branch ensuring that all governed information technologies comply with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents NORAD and USNORTHCOM with a variety of installation and functional area organizations.
4. Serves as the N&NC Security Control Assessor (SCA)ensuring all governed information technologies comply with the DOD Risk Management Framework (RMF). Subject Matter Expert (SME) for all the families of National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53A RMF Security Controls.
5. Oversees information system Continuous Monitoring Program to assess and mitigate cybersecurity vulnerabilities with the purpose of reducing risks to N&NC governed systems.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes Applying IT cyber mission assurance and cybersecurity principles, concepts, practices, products, services and methods for evaluating/assessing cyber risk and vulnerabilities, recommending and implementing mitigating improvements, and developing tactics, techniques, and procedures to guide the employment and/or implementation of cybersecurity support for operations, exercises, training systems, acquisition, or similar missions; Planning and scheduling work to be accomplished by subordinates, developing performance standards and rating subordinate's performance, advising employees on work and administrative matters, implementing methods and procedures to improve organizational performance, and identifying/providing employee training and development; Assessing and advising on new or revised security measures and countermeasures based on the results of findings from cyber operational assessments; and Utilizing IT/cyber mission dependences and operational performance management methods to plan and conduct defensive cyber operations. Work involves directing the functions and activities of the Cybersecurity Assurance Branch responsible for the security of mission-critical systems within a combatant command level organization. Incumbent provides highly technical direction, staff advice, and assistance to the N&NC Enterprise in Cybersecurity Assurance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and CCMDs, that govern, interlace with, and/or influence cybersecurity management processes.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Knowledge of full range of cybersecurity principles, concepts, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvements, and disseminating cybersecurity tools and procedures.
6. Knowledge of the Risk Management Framework program requirements to plan and conduct security accreditation reviews and risk analysis for new and installed systems or networks and assess/advise on security measures and countermeasures based on the results of reviews.
7. Knowledge of full range network system design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
8. Knowledge of complex configuration management and control techniques, and requirements appropriate to managing command-level network systems.
9. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
