Job Description

Duties

  • You will analyze and recommend cost and benefit alternatives for the financial management organization's programs and administrative operations.
  • You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • You will lead, and/ or conducts financial surveys, assessments, and evaluations of Navy and Navy Recruiting Command (NRC) financial management policies, processes, procedures and systems at the headquarters, field, and operating force levels.
  • You will review, analyze, and interpret various financial documents and reports; and develops improvement, solutions, or corrective action measures for resolving financial management issues.
  • You will coordinate corrective actions to resolve Financial problems identified during surveys, reviews, assessments, and evaluations of Chief Financial Officer's Act financial statements and sustainment processes and procedures.
  • You will represent Navy Recruiting Command in meeting with the Chief of Naval Personnel (CNP) Comptroller and Audit team, Department of the Navy (DON). Assistant Secretary of the Navy (Financial Management and Comptroller (ASN(FMandC)).
  • You will represent NRC and DoN-wide financial management projects to ensure NRC and DoN concerns are fully addressed during the development and implementation process.
  • You will perform work requiring the application of accounting, budgeting and manpower principles theories, and practices to ensure that financial management manpower and accounting systems produce accurate results and follow regulatory requirements.
  • You will be responsible for conducting independent research, policy analysis, and recommended improvements to existing fiscal and accounting policies.
  • You wil research and investigatie new or improved business and financial management practices to determine the impact on program operations
  • You will provide alternative financial management solutions to changing program objectives.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or Final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
demonstrating the ability to serve as a senior technical advisor in the management of complex federal financial operations. This experience includes overseeing the formulation, justification, and execution of multi-million dollar budgets across diverse funding streams and ensuring the integrity of financial data through the interpretation of federal regulations such as OMB Circular A-123 and the Financial Management Regulation (FMR).
