Job Description

Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Data Manager to support KPS and our government customer. The position is remote. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

The Data Manager is a mandated Key Personnel role bridging high-level FISMA-compliant data architecture with on-the-ground primary data collection. Operating as a "dual-threat" technical expert, this 1.0 FTE position eliminates translation silos and contextual data loss by personally conducting Spanish-language field interviews during the Month 15-30 data collection window, while simultaneously architecting the quantitative and qualitative data environments. The Data Manager ensures all project data sets meet strict federal security standards and are formatted flawlessly for integration into the CDC's internal IT infrastructure.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Senior-level position responsible for overseeing and leading large and complex evaluation projects within an organization. Duties include managing project portfolios, defining project strategies, leading project teams, ensuring project quality, and managing project risks:
  • Architect and strictly maintain a FISMA-compliant data environment for the secure processing, cleaning, and storage of all de-identified qualitative transcripts and quantitative survey results.
  • Manage the secure, encrypted transfer (e.g., SFTP) of finalized, interoperable datasets directly to the CDC's internal IT infrastructure, eliminating the need for long-term external cloud hosting.
  • Develop and finalize detailed qualitative and quantitative codebooks in continuous alignment with CDC guidance.
  • Execute Spanish-language primary data collection during the Month 15-30 fieldwork surge, including key informant interviews and focus groups with persons at high risk for overdose and prevention personnel.
  • Assist in the execution of Sampling, Segmentation, and Recruitment Plans to ensure representative data collection across OD2A-S and OD2A: LOCAL subrecipients.
  • Lead the cleaning, processing, and de-identification of massive quantitative and qualitative datasets using industry-standard platforms (SAS, SPSS, R, NVivo, or MAXQDA).
  • Conduct iterative analytical adjustments and Continuous Feedback Integration based on bi-weekly technical reviews and real-time guidance from the CDC cross-site evaluation coordinators.
  • Generate preliminary output reports, descriptive statistics, and frequency distributions to support the development of 508-compliant Fact Sheets, Evaluation Briefs, and the final Summary Report.

Position Requirements:

Education:
  • Master of Science degree with 8 years of experience OR a Bachelor of Science degree with 10 years of experience in public health, data science, statistics, social sciences, or related disciplines.
  • Minimum of 5 years of demonstrated experience in data management, qualitative/quantitative data analysis, and architecting secure federal data environments.
  • Proven experience conducting primary qualitative data collection (interviews, focus groups) with sensitive or high-risk populations.

Technical Skills:
  • Expert proficiency with qualitative data analysis software (e.g., NVivo, MAXQDA, Atlas.ti) and quantitative statistical platforms (e.g., SAS, SPSS, R, Stata).
  • Deep understanding of FISMA (Federal Information Security Management Act) requirements, secure file transfer protocols (SFTP), and federal data de-identification standards.
  • Excellent data management, organizational, and inter-coder reliability tracking skills

Preferred Qualifications:
  • Experience with HHS, CDC OD2A cooperative agreements, substance abuse, overdose prevention, or harm reduction programs.
  • Knowledge of Federal Records Management requirements (44 U.S.C.) and PRA/OMB clearance lifecycles.
  • Certification in qualitative research methods or advanced statistical analysis.
  • Experience integrating mixed-methods data streams for large-scale federal evaluations.
  • Fluency in both English and Spanish (reading, writing, and speaking) with the cultural competency to conduct professional public health interviews.

Additional Requirements:
  • Full-time remote work with travel to government facilities, annual recipient meetings, and field data collection sites as required.
  • Must be able to obtain and maintain government facility access as needed and sign a Non-Disclosure Agreement.

  • Must successfully complete a background check for a Public Trust to start.
