Job Description

Duties

  • You will be responsible for directing the Real Property Management and the Requirements Branch, and for the efficient and effective operation of Facilities Management as it relates to liaison with supported commands.
  • You will provide the leadership, coordination, and oversight necessary to accomplish space management analysis and site approval determination, working with installation commanders, program managers, and consultants.
  • You will develop and execute the installation's long-term execution plan related to facility sustainment, restoration, modernization, and validating requirements.
  • You will be responsible for all Real property Branch products and services, including studies, analysis, investment strategies, safety criteria, anti-terrorism/force protection (AT/FP), facility asset evaluations, and life-cycle cost estimates.
  • You will be responsible for the execution of Public Works efforts in support of the customer's mission and functions of the Site.
  • You will formulate budget requirements using Navy budgeting processes, taking into account future plans, managing payroll, training and other overhead requirements.
  • You will assign work to subordinates based on priorities, develop performance standards and evaluates work performance, develop training requirements, and hear and resolve complaints from employees.
  • You will be prioritizing projects and ensuring compliance with condition-based maintenance programs and Navy instructions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • 1) Developing and executing long-term facilities planning and asset management, including requirements validation, project prioritization over multi-years, and ensuring compliance with condition-based maintenance programs and Navy instructions.
    • 2) Serving as an authoritative advisor and liaison to senior leadership to ensure public works operations effectively support mission requirements while maintaining compliance with Navy and Federal policies.
    • 3) Formulating, managing, and optimizing complex facility budgets and resources to drive cost-effective operations, and developing funding strategies related to facility sustainment, restoration, and modernization.
    • 4) Planning, directing and coordinating public works related products and services through a facility support service contract to include establishing timeframes for work accomplishment, and estimated cost for work.
