As a BUDGET ANALYST at the GS-0560-9/11/12/13 some of your typical work assignments may include:
  • Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations (Operations and Maintenance, Defense-Wide [O&M]; Research, Development, Test and Evaluation, Defense-Wide [RDT&E]; Cooperative Threat Reduction [CTR]; Procurement, Defense-Wide [P, DW]; and Military Construction [MILCON]).
  • Provides oversight of and support for a full range of budget functions, applying an expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide authoritative financial analyses for the Section Financial Managers.
  • Participates in the formal quarterly execution review process by providing budget execution input and monitors the execution of Agency Directorate funds and reports the execution status to the applicable Program Manager, Deputy Directorate Director, and Directorate Director.
  • Establishes and maintains personal and automated contact with Program Managers and the applicable Directorate Directors to provide for two-way flow of technical and programmatic data on all programs assigned. Selects analytical methods to be used in determining funding needs, developing strategies for presenting recommendations, checking the accuracy and reliability of budget forecasting, and evaluating the effectiveness of controls over the use of funds.
  • Evaluates financial plans developed in conjunction with the Program Managers and the applicable Directorate Directors to ensure consistency with program baselines and requirements. Loads spend plans into the automated system for monitoring during the fiscal year; reconciles spend plans to actual fund activities to match the accounting system during the execution year. Applies knowledge of the acquisition life-cycle process to support development and preparation of acquisition documents. Prepares and/or reviews acquisition and financial management documents. Reviews, allocates, and manages acquisition resources for assigned program.
  • Receives fund control documents and distributes funds to the appropriate applicable Program Managers and Directorate Directors, ensuring proper administrative and statutory controls. Reviews and verifies fund availability for reprogramming and procurement transactions for assigned programs.
  • Utilizes automated systems (Defense Agencies Initiative [DAI]) to reflect changes in fund status. Resolves funding issues within the assigned programs, coordinating changes with the Comptroller Office.

  • Travel in the performance of temporary assignments may be required.
  • Overtime/compensatory time may be required to accommodate operational needs of the organization.
  • This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program.
  • This is an Acquisition Workforce position in the Business-Financial Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
Qualifications

You may qualify at the GS-09, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below:
  • Guiding research in DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets;
  • Using funds for a program and administrative purposes (to include Purpose, Time and Amount) and executing funds;
  • Reviewing data or request for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
  • (THIS EXPERIENCE MUST BE CLEARLY DEMONSTRATED IN YOUR RESUME), OR
B. Have a master's degree or two full years of progressively higher level graduate education leading to such degree or have a LL.B or JD if related, OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
  • Providing advisory and guidance with DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets;
  • Interpreting and advising on the use of funds for a program and administrative purposes (to include Purpose, Time and Amount) and executing funds;
  • Reviewing and providing technical advice for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget;
  • Utilizing program management and contracting on the determination of the funding of requirements for stakeholders.
  • (THIS EXPERIENCE MUST BE CLEARLY DEMONSTRATED IN YOUR RESUME) OR
B. Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12.   • Coordinating multiple programs on the use of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds;
  • Providing technical advice for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget;
  • Collaborating with program management and contracting on the determination of the funding of requirements for stakeholders.

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Advising with DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets;
  • Utilizing knowledge to make decisions with complete program oversight on the use of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds;
  • Analyzing knowledge for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget;
  • Collaborating with program management and contracting on the determination of the funding of requirements for stakeholders;
  • Providing financial advisory services and make decisions on complex financial issues for a large organizations to include independently researching financial issues and providing recommendations to senior managers;
  • Working and understanding of Defense Acquisition System (DAI).

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position.
