Northrop Grumman Aeronautics Systems has an opening for Program Manager 2 (PM) to join our team of qualified, diverse individuals within the F-35 Program Management organization. This leadership role is an onsite opportunity which may be located in Fort Worth, TX, MCAS Cherry Point NC (USG Depot Facility), NAS Lemoore (on base), MCAS Miramar (On base), or Ft. Walton Beach, FL.
The PM oversees a workforce deployed at multiple F - 35 industry and military sites, supporting fleet modification and sustainment while owning the program's profit and loss. The role is responsible for every phase of the program, from inception through completion and manages cost, schedule, and technical performance. Duties include preparing proposals, business plans, work statements, specifications, operating budgets, and the financial terms of contracts; acting as the primary customer contact; leading program review sessions; and developing new or expanded business opportunities. The Program Manager also executes aircraft - sustainment programs, ensuring delivery of all contractual requirements in line with cost, schedule, and technical objectives. This portfolio delivers maintenance, repair, overhaul, and upgrade services across field and depot environments and requires close coordination among production, engineering, quality, and logistics functions. Responsibilities further include establishing milestones, monitoring adherence to master plans, identifying and resolving program problems, allocating resources, and directing technical, production, and administrative staff assigned to the program.

Primary Level Salary Range: $139,100.00 - $241,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Support execution of MRO&U activities across multiple workstreams, including field maintenance, engineering support, and production operations.
- Contribute to maintenance planning, scheduling, and throughput optimization, including turnaround time (TAT) considerations, and support resolution of production issues.
- Execute program scope including touch labor, field engineering, SME support, production management, and quality integration.
- Cultivate customer relationships and serve as a primary interface for program execution, status, and performance communication.
- Lead cross-functional teams to achieve program objectives and align execution across engineering, plans and schedules, production, quality, and supply chain.
- Manage supplier performance to meet program and customer objectives
- Measure and report program performance, including risks, opportunities, and compliance with contractual and technical requirements.
- Ensure alignment between program objectives and aircraft availability / return-to-service goals, and adherence to technical data, regulatory requirements, and quality assurance processes.
- Serves as the primary interface with the customer, managing expectations, priorities, and issue resolution while balancing contractual requirements with operational execution constraints.

Basic Qualifications:
- Bachelor's degree and 8 years of related experience as defined below, OR a Master's degree and 6 years of related experience as defined below:
- Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions in support of aircraft sustainment activities.
- Must have 3 years experience supporting MRO&U operations for aircraft in flightline, field-level, or depot maintenance environments.
- Must have 3 years previous experience leading/managing cross-functional teams in a sustainment or operational environment.
- Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company.
Preferred Qualifications:
- Prior military Sr. enlisted or field grade officer with F-35 experience in unit/depot level maintenance and logistics /or depot maintenance.
- Profit & loss responsibility with demonstrated ability to achieve financial performance targets.
- Experience with Earned Value Management.
- Familiarity with existing Northrop Grumman AS F-35 processes.
- Experience working with quality assurance, inspection, or airworthiness processes.
- Understanding of aircraft availability metrics, turnaround time (TAT), or maintenance throughput drivers.
- Familiarity with maintenance planning, scheduling, and production control functions.
- Experience supporting DoD sustainment programs or contracts.
