Basic Requirements for PROGRAM ANALYST:
Specialized Experience: One year of specialized experience which includes assisting in the evaluation of products submitted for IT systems certification; reviewing and responding to external and/or internal taskers; developing processes and procedures for tactical level decisions. This definition of specialized experience is typical of work performed at the next lower grade level in the Federal service, GS-11 level or equivalent.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

- Reviews and evaluates the Defense Business System (DBS) products submitted for certification the for the Tri-service, DHA, Army Medical, Navy Medical, and Air Force Medical IM/IT systems.
- Processes DBS packages to the appropriate portal or other designated point of entry for certification submission.
- Reviews directives, policies, programs, enterprise-wide functional user requirements and governance strategies/vehicles for IM/IT related issues to determine the impact and implications in supporting IM/IT systems for the CIO and IM community.
- Provides guidance for business functional strategy, enterprise architecture, system capabilities requirements documentation, Defense Business System Certification and the DoD Information Technology Portfolio Repository.
- Develops processes and procedures for tactical level decisions related to the management, prioritization, funding and execution of DAD IO initiatives across the IT investment lifecycle.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
