• Direct the entire lifecycle (analysis, design, development, implementation, and evaluation) of the Faculty and Staff Development Program (FSDP) and the Common Faculty Development Program (CFDP).
• Providing expert guidance to school deans and resolving complex or controversial compliance issues.
• Analyze results of high-level student critiques and After-Action Reviews to direct systemic improvements to the Institute's instructional methodologies.
• Manage and budget for the WHINSEC Faculty Development and Faculty Recognition Programs.
• Conduct research and apply knowledge of Instructional Systems Design and Spanish language grammar and instruction to design courses.

• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position has a Temporary Duty or business travel requirement of 10% of the time.
• This position requires the selectee to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Basic Requirement for Supervisory Instructional Systems Specialist (Bilingual):

Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes conducting instructional system design research to evaluate military doctrine training courses; selecting appropriate adult educational concept and technique to interpret and modify military instructional models; and evaluating education criteria through analysis of instructional questions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12).

Selective Placement Factor: Position requires incumbent to speak, read, and write in English and Spanish.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). To be referred, applicants must meet applicable time-in-grade and qualification requirements within thirty (30) days of the closing date of the announcement.
