Job Description

Duties
Help
  • Lead cross-directorate efforts to refine and update Joint Doctrine, ensuring alignment with Chairman of the Joint Chiefs of Staff (CJCS) guidance and USSOUTHCOM Commander priorities.
  • Direct the revision and update of the Command's Joint Training Plan (JTP), including the Joint Mission Essential Task List (JMETL), Commander's Training Guidance, and Joint Task Force (JTF) training.
  • Serve as the primary Command advocate and Subject Matter Expert (SME) for joint doctrine development, collaboration working groups, and emerging joint capabilities
  • Support senior leaders (3-4 star level) during joint warfighting discussions, collaborative sessions, and doctrinal development wargaming.
  • Conduct research and complex analysis to develop management tools and recommendations that improve the viability and cost-effectiveness of organizational training systems.
  • Facilitate the USSOUTHCOM Lessons Learned Program, including the coordination and execution of After Action Reviews (AARs) for operational exercises and wargames.

  • This position will require the employee to be able to obtain and maintain a Top-Secret Clearance.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Employee is required to sign a DA Form 5019-R and must pass a urinalysis test as required prior to appointment and periodically thereafter.
  • May be required to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

SPECIALIZED EXPERIENCE: Specialized experience is defined as at least one year of experience equivalent to the GS-13 level in the Federal service that demonstrates a comprehensive background in leading and evaluating joint military training programs and operational doctrine. This experience must include directing the development and revision of Joint Training Plans and Joint Mission Essential Task Lists (JMETL); providing strategic analysis and advisory support to senior military leaders regarding joint warfighting concepts and wargaming; executing cost and training effectiveness assessments to optimize organizational training systems; and coordinating command-wide After Action Reviews (AARs) to drive Lessons Learned programs for operational exercises.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

  • Term positions may be extended NTE 6 years.
  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
  • Position may be made permanent without further competition.
