The Army Multi-Domain ISR Operations and Systems department, part of MITRE's Army Program Division within MITRE National Security, is dedicated to advancing the Army's capabilities in intelligence collection, processing, actionable decision-making, and electromagnetic operations, including disrupting adversary systems and enhancing operational effectiveness. The department supports the Army's efforts to design, deliver, and sustain cutting-edge technologies that strengthen multi-domain intelligence, surveillance, and reconnaissance (ISR) operations across a range of mission areas, including Electronic Warfare, Signals Intelligence (SIGINT), intelligence targeting systems, ISR sensors, assured Position, Navigation, and Timing (PNT), electromagnetic situational awareness, and non-kinetic effects. This department works closely with Army acquisition, intelligence, operational, and science and technology communities, bringing a strong operational focus and deep technical expertise across a wide range of disciplines to ensure its contributions align with the Army's mission to empower Warfighters and decision-makers with superior intelligence capabilities and operational overmatch.

Roles & Responsibilities:

MITRE's Army Program Division is seeking a highly qualified Lead Software Engineer to support U.S. Army Pacific (USARPAC) and U.S. Indo-Pacific Command (INDOPACOM) mission partners in Honolulu, Hawaii, as part of a broader portfolio that may also include support to CONUS-based Army organizations and other mission partners across the Army enterprise. This role requires a technical leader with deep experience in capability development, software engineering, systems analysis, and integration, as well as an operational understanding of intelligence support to military operations. The ideal candidate brings experience working at the intersection of software, mission systems, and operational planning, with a strong background in space-based Electromagnetic Spectrum Operations (EMSO) and Electronic Warfare (EW).

The Lead Software Engineer will serve as a senior technical expert and team lead responsible for designing, developing, integrating, and transitioning mission-focused software capabilities that support operational decision-making, situational awareness, and multi-domain mission integration. This individual will work closely with government stakeholders, operational users, analysts, and technical teams to translate mission needs into effective and scalable software solutions.

Key Roles and Responsibilities:
  • Lead the design, development, testing, integration, and deployment of mission software applications and decision-support tools in support of sponsor priorities.
  • Collaborate with government sponsors, operational users, analysts, and engineers to define mission needs and develop software-enabled capabilities that support operational planning and execution.
  • Support capability development efforts focused on intelligence integration, operational analysis, and mission command applications across joint and multi-domain environments.
  • Integrate software solutions with existing command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance systems and mission data sources.
  • Analyze operational and technical requirements to ensure software capabilities align with mission objectives, theater priorities, and user workflows.
  • Provide expertise in the integration of intelligence data, operational data, and mission applications to improve situational awareness and decision support.
  • Support development and integration activities related to space-based EMSO and EW mission requirements, data flows, and operational concepts.
  • Coordinate with cross-functional teams to resolve integration issues, improve data interoperability, and enhance system performance in operational contexts.
  • Provide technical input to roadmaps, development plans, risk assessments, and recommendations for future capability enhancements.


Basic Qualifications:
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 5 years and a Master's degree; or 3 years and a PhD
  • Demonstrated experience in software development, capability development, systems analysis, and integration in support of defense, national security, or other mission-critical environments.
  • Proficiency in one or more modern programming languages such as Python, Java, C++, or similar.
  • Experience with modern software development practices and tools, such as Git/GitLab, containerization, CI/CD or DevSecOps pipelines, automated testing, and Agile development methodologies.
  • Experience integrating software with complex mission systems, operational data sources, or C5ISR-related platforms.
  • Demonstrated ability to analyze operational and technical requirements and translate them into effective software or system solutions.
  • Experience working directly with government sponsors, operational users, analysts, and cross-functional technical teams.
  • Strong written and verbal communication skills, including the ability to brief technical and non-technical stakeholders.
  • Active DoD Top Secret security clearance with the ability to obtain and maintain SCI and SAP accesses.
  • U.S. Citizenship required
  • Bachelor's degree in Computer Science, Software Engineering, Computer Engineering, Systems Engineering, Electrical Engineering, or a related technical field
  • This position requires a minimum of 50% hybrid on-site presence.


Preferred Qualifications:
  • Master's degree in Computer Science, Software Engineering, Systems Engineering, Electrical Engineering, Computer Engineering, or a related technical field.
  • Experience supporting U.S. Army, USARPAC, INDOPACOM, or other Joint/Combatant Command organizations.
  • Background in intelligence operations or intelligence support to military operations, including experience integrating intelligence data into operational or mission software systems.
  • Experience supporting or developing capabilities related to EMSO, Electronic Warfare, SIGINT, spectrum operations, or non-kinetic effects.
  • Experience in Digital Signal Processing for development and analysis of signal processing and exploitation capabilities.
  • Experience integrating new capabilities into existing DoW or intelligence community signal processing frameworks.
  • Experience with space-based mission systems, space-enabled operational capabilities, or the integration of space-derived data into mission applications.
  • Current SCI eligibility or existing TS/SCI clearance.

Salary compensation range and midpoint:
$144,800 - $181,000 - $217,200 Annual
