This role is responsible for leading requirements elicitation and management within a SAFe environment, facilitating organizational change through Agile transformation initiatives, and ensuring business needs are effectively captured, decomposed, and delivered through iterative development. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

The ideal candidate brings deep expertise in Agile frameworks, change management practices, and the full requirements lifecycle from stakeholder engagement through user story development and acceptance criteria definition.
Responsibilities Include:
- Lead collection, capture, and management of mission user needs from prioritization through concept development.
- Facilitate the gathering of business-focused requirements to support product teams and product owners in defining the backlog and ensuring the user's perspective is considered.
- Focus requirements gathering on improved usability, user experience, and driving user adoption and engagement.
- Identify core business needs and decompose and document in concepts of operation, story maps, briefings, and user stories.
- Document business rules and construct workflow diagrams as needed.
- Provide consultation on complex projects while considering business implications of technology application to the current and future business environment.
- Conduct project meetings and ensure adherence to quality standards.
- Coordinate with IT infrastructure teams to ensure alignment with business requirements.
- Participate in Program Increments (PIs) and Agile Release Train (ART) activities.
- Design and implement enterprise Agile transformation roadmaps tailored to mission objectives.
- Coach senior leaders and Agile Release Train (ART) stakeholders on Agile, Lean, and product management best practices.
- Establish Agile governance structures, metrics frameworks, and feedback loops for progress tracking.
- Assess current state, identify gaps, and drive improvements in delivery predictability, flow efficiency, and backlog health.
- Participate in hiring and onboarding of new team members.
- Inspire teams, foster a positive culture, and drive performance.
- Understand team member perspectives and goals, provide support, and foster a trusting and inclusive work environment.
Required Qualifications
- Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) and ability to obtain a Counterintelligence (CI) Polygraph.
- US Citizenship is required.
- Bachelor's OR Master's degree with 10 years of experience OR Associate's degree with 13 years of experience OR High School Diploma with 16 years of experience.
- Minimum of 1 year of experience leading a team or managing staff.
- In-depth knowledge of Scrum, Kanban, or SAFe, with experience participating in ceremonies including stand-ups, sprint planning, retrospectives, and backlog grooming.
- Proven ability to translate complex business needs into detailed user stories, functional requirements, test scenarios, and acceptance criteria.
- Ability to comprehend, analyze, and interpret complex documents.
- Ability to solve problems involving several options in varied situations.
- Advanced analytical and quantitative skills.
- Strong experience with Jira and Kendis.
- Strong communication skills to manage expectations, facilitate meetings, and communicate clearly with stakeholders at all levels.
- Demonstrated experience working within SAFe or other scaled Agile frameworks.
Desired Qualifications
- Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
- SAFe (Agilist, POPM, SM), PMP, CSM, CCMP certifications.
