Duties
-Provide oversight and direction of Services' program; plans, formulates, interprets, and implements policies and procedures to provide mission-impacting quality of life services.
-Maintain a continuous liaison with other MAJCOMs, HQ USAF, and subordinate installations.
-Prepare and present high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
-Analyze current projected financial condition of bases throughout the command and evaluates their capability to meet the Services' mission.

Ideal Candidate: Candidate must demonstrate comprehensive expertise in the laws, executive orders, regulations, policies, directives, and concepts governing the full scope of Morale, Welfare, and Recreation (MWR) operations, serving as the sole on-staff advisor to the MAJCOM/CC and senior staff. Strongly preferred experience includes service as a Force Support Squadron civilian leader or deputy, as well as MAJCOM/FOA/PSU staff roles. The candidate must excel at developing and delivering high-level briefs and BBPs, anticipate flag officer inquiries, and operate with a high degree of independence.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-03, or GS-13 equivalent in other pay system. Examples of specialized experience includes: Experience in senior leadership roles overseeing complex business operations is strongly preferred. Candidates with backgrounds leading multifunctional teams within community services, employee experience, or youth and family program divisions will also be considered. The role requires a proven track record managing high-visibility initiatives and enterprise-level programs, demonstrating the ability to strategically plan, execute, analyze performance, evaluate outcomes, deliver executive-level reporting, and provide data-driven recommendations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of Services functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of Services organizations to provide high level staff guidance.
2. Knowledge of accepted accounting, budgeting, funds control, standard contracting regulations, practices, procedures, resale, and inventory management principles with ability to interpret and analyze financial data.
3. Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution.
4. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). This position is obligated to an employee on an overseas assignment with entitlements to return to this position. If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures, if alternative placement cannot be made.
