Job Description

Duties

  • Provides input to assist in managing DOD and Air Force productivity, awards, and recognition programs.
  • As an advanced trainee, assists senior technicians in planning, developing, and conducting organizational structure, workforce staffing/utilization, and/or space utilization studies to improve and simplify processes and maximize resource utilization.
  • Assist senior analysts in providing guidance in managing the Performance Management Program.
  • Assists in conducting work measurement, methods and procedures, manpower requirements utilization, and/or engineered time standard studies.
  • Assists in conducting competitive sourcing studies, management surveys and/or research projects.
  • Assists in performing internal management support services in the areas of program cost monitoring, annual fiscal planning and development of annual work plan(s) for organizations of limited scope.

Qualifications

To qualify for a GS-07: Completion of 1 full year of graduate level education, or bachelor's degree with Superior academic Achievement as provided in the "General Policies and Instructions" for Qualifications Standards Operating Manual, or 5 academic years of pre-professional study, or 1 year specialized experience equivalent to at least GS-5.

You must have completed a 4 year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in one of the following:

a) Class Standing - upper third of the graduating class based on completed courses in the college, university, or major subdivision;
b) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc, you cannot qualify based on GPA;
c) Election to membership in a national scholastic honor society (note: freshman honor society cannot be used to meet the requirements of this position). (If qualifying based on class standing or honor society membership, provide appropriate documentation).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge and skill in the application of Department of Defense, Joint, and Air Force management engineering principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance, and policy.
  • Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
  • Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
  • Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
  • Ability to access or locate information through the use of a personal computer and software programs.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Any individual who completed all requirements for an associate, bachelor, master, professional, or doctorate degree from a qualifying educational institution within the previous two years or will complete these requirements before the date of appointment meets the basic requirement to apply for the Recent Graduate Program;

    -OR-

    Any veteran released or discharged from active duty within the previous two years, but due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of applicable degree, and not more than six years have transpired since completing the requirements for the degree.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
