  • Serves as an advisor to the Director of the Futures and Concepts Command (FCC) Special Operations Forces (SOF) Element at Transformation and Training Command (T2COM)
  • Represents the US Army Special Operations Command (USASOC) and the US Army's Special Operations Center of Excellence (SOCoE) at the Army's Transformation and Training Command and Futures and Concepts Command - three and four-star general officer HQ.
  • Conducts strategic level collaboration to directly influence and shape interdependence, interoperability, and integration (I3) solutions beyond Special Operations Forces and Conventional Forces and Force Modernization activities.
  • Responsible to communicate and synchronize USASOC and SOCOE with T2COM, FCC, Combined Arms Center (CAC), FORSCOM, USASOC, and Army to enhance development and implementation of ARSOF requirements.
  • Leads an Army Special Operations Forces (ARSOF) staff-forward element to engage, coordinate, develop, and execute capabilities requirements and integration.
  • Provide current ARSOF Doctrine, Organization, Training, Materiel, Leadership and Education, Policy, Facility (DOTMLPF) capabilities during war-games, experiments and capability analysis.
  • Serves as the overall T2COM FCC SOF Element office and program manager, and has the designation and duties of executive agent for ARSOF personnel manning and budget.
  • Develops and maintains functional expertise as a foremost subject matter expert on joint special operations and the associated campaign planning practices and considerations to serve as a capabilities developer and program manager.
  • Maintains comprehensive knowledge and mastery in the professional discipline of campaign planning and special operations and coordinates directly with concept developers on matters related to capabilities content.
  • Identifies manpower, budget, and programming issues and shortfalls and provides recommendations concerning changes in plans, programs and projects to achieve education and training objectives.
  • Manages the organization's travel program, physical security, and assigned property.
  • Represent ARSOF interests on major concept and related scenario policy issues during concept development and related activities involving Army Warfighting Functions and emerging concepts.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time including weekends and holidays.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: I have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes experience: Making decisions that significantly impact Special Operations Forces (SOF) capability development programs. Integrating Special Operations Forces considerations, concepts, or capabilities into Military capability development activities. Developing short and long-range Special Operations plans and programs. Identifying capability shortfalls and recommending solutions. Conducting complex studies concerning the efficiency and effectiveness of planned SOF capability programs and products. Implementing Doctrine, Organizations, Training, Material, Leadership and Education, Personnel, Facilities (DOTMLPF) Analysis and Integration. Developing operational budgetary requirements. Developing policies, plans, resources, or programs by analyzing and understanding doctrine involving Unconventional Warfare (UW), and Irregular Warfare (IW), or Security Force Assistance (SFA). Utilizing Capabilities Integration and Development System (CIDS) and Joint Capabilities Integration and Development System (JCIDS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
