Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-2 pay band (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Experience with maintenance or modernization integration and management, including Work Notification management, tracking and closeout.
2) Mastery of program/project analysis and evaluation to conduct studies (concurrently or in sequence) that identify special program/project requirements.
3) Knowledge of Department of the Navy (DON) ship acquisition life cycle repair, overhaul, maintenance, modernization, production, material; process, ship systems and maintenance practices, procedures and periodicities to maintain operational readiness and availability.
4) Mastery of shipboard condition based maintenance concepts, principles and practices.
5) Skill in using a wide variety of fact finding techniques, including task analysis, work distribution and workflow charting, statistical work measurement studies, statistical and systems analysis.
6) Skill in using web based programs, databases and information systems used throughout the Navy repair and maintenance community.
7) Ability to operate independently as a fleet liaison and representative of SURFMEPP to provide analytical and evaluative advice on ship maintenance and modernization issues, programs, initiatives and contribute to increased knowledge, information sharing and improvements in ship maintenance practices and processes.
8) Ability to prepare well written documents and presentations and deliver presentations.

- You will serve as a Supervisory Program Analyst located in the Modernization Integration Branch of the Engineering Department of the Surface Maintenance Engineering Planning Program (SURFMEPP).
- You will act in the absence of the Senior Supervisor to ensure continuity of SURFMEPP senior level management.
- You will develop and execute measures to quantify organizational effectiveness and efficiency, to identify areas for improvement and to monitor the effect of changes.
- You will manage assigned special projects and facilitate special study teams that develop unique and innovative program solutions, specifications and processes to resolve special problems.
- You will evaluate the impact of current programs or methods on maintenance, modernization and life cycle planning.
- You will serve as first level supervisor for branch personnel leading, directing and coordinating the work other SURFMEPP employees, other stakeholders and contractor support personnel.
- You will review work performance, develop employees through training and work assignments, approve leave, set performance requirements and evaluate performance; conduct periodic performance evaluations and provide annual performance ratings.
- You will manage personnel responsible for advanced planning actions, including identification, tracking, and closeout, for all Surface ship Fleet and Program modernization tasks and Mandatory Safety Alterations (MSA) during maintenance availability.
- You will engage with various stakeholders (Fleet, TYCOM, PARMs, RMMCO, SEA21, Program Office) to ensure effective integration and execution of modernization and MSA tasks to maintenance work packages and proper process management.
