Job Description

The Civil Engineering (CE) Manager is a key leadership position responsible for the complete oversight and management of a team of skilled trades craftsmen, all Civil Engineering operations, and mission support for Forward Operating Location (FOL) Curacao.

The CE Manager will ensure the effective and efficient operation, maintenance, and repair of all U.S.-owned and occupied facilities, infrastructure, and associated equipment in accordance with the base support contract Performance Work Statement (PWS). This position requires a broad technical background, strong project management capabilities, and a comprehensive understanding of contractual requirements and safety standards.

Duties and Responsibilities:

Overall Management & Supervision:
  • Reports directly to the Program Manager and acts as the lead for all Civil Engineering activities.
  • Provides daily oversight and supervision of the O&M staff, ensuring professional and quality services are provided to the customer.
  • Manages the local national technical team, develops work schedules, and prioritizes job assignments according to mission needs.
  • Provides training and management for the CE Department, including ancillary training and Job Qualification Standards for each trade.
  • Actively participates in safety meetings, planning sessions, and status updates.
  • Reviews and updates Civil Engineering job plans.


Project Management & Coordination:
  • Coordinates special projects with the CE Project Manager, Program Manager, U.S. Government (USG), and Sub-Contractors to establish schedules, project scope, budgets, dependencies, and responsibilities.
  • Prepares Project Requests and justifications for submission to the USG.
  • Works with the USG to understand site-specific characteristics and contribute to long-term building plans.
  • Ensures all project work is managed within established budget criteria and submits justifications with associated costs for unforeseen site conditions that impact project work.
  • Provides timely communication to the USG and interested parties regarding project progress, labor issues, material problems, and quality or code issues.


Infrastructure & Facilities Maintenance:
  • Maintains, repairs, constructs, and operates all U.S.-owned infrastructure to ensure reliable mission support.
  • Oversees the maintenance of storm water drainage systems, pavements, walkways, and pads.
  • Manages the maintenance of U.S.-controlled airfield navigation and lighting systems, airfield markings, and all associated utility services.
  • Manages the complete facility maintenance program, including inspections, finishes, plumbing, HVAC, electrical, and roofing systems.
  • Ensures all work and specifications comply with the Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA), U.S. and International codes (electrical, plumbing, structural), and U.S. and European safety standards.
  • Oversees the department's Tool Control Program and ensures accountability of all section assets.


Reporting & Administration:
  • Prepares and submits detailed reports, including monthly activities, work order status, chemical inventory, quarterly organization fuel tank usage, annual facility condition, and real property inventory reports.
  • Inspects and audits in-process and completed work to ensure it meets PWS/SOW and quality standards.
  • Updates and reviews information in the work order database (CMMS) and ensures site as-built drawings are updated following project completion.
  • Coordinates with the Logistics Department for Requests for material, shop stock, and required equipment.


Qualifications and Requirements:

Education:
  • Minimum of a Bachelor's degree in a discipline related to the contract requirement.
  • An Associate's degree in Business Management or a similar discipline is preferred. Note: Two years of directly related experience is roughly equivalent to one year of formal education.


Work Experience:
  • A minimum of 3 to 10 years of experience in a discipline related to the contract requirement, with hands-on experience in a CE trade (e.g., generator maintenance, electrical, plumbing, HVAC, structures).
  • Demonstrated 5 years of USAF or Civilian Base Civil Engineering knowledge and successful practice in implementing relevant regulations, manuals, and technical orders.
  • 5 years of experience as a Supervisor in Operations and Maintenance and/or Project Management.
  • 3-5 years of supervisory experience.


Certifications & Clearances:
  • Security Clearance: SECRET/T-3
  • U.S. Citizenship with an active passport and valid driver's license.
  • Journeyman trade-level certification(s) in HVAC and Electrical disciplines.
  • Desired Certifications: Fire Suppression Systems Maintenance, GSA Locksmith, Backflow Prevention.


Skills and Knowledge:
  • Strong working knowledge of Microsoft Office products (Outlook, Word, Excel, PowerPoint, and Teams).
  • Ability to prepare and interpret flowcharts, schedules, and step-by-step action plans.
  • Solid organizational, multitasking, and time-management skills.
  • Familiarity with risk management and quality assurance control principles.
  • Knowledgeable in construction methods, technology, safety, and scheduling.
  • Strong client-facing, teamwork, and communication skills, with experience leading diverse teams.


Physical Requirements:
  • Must be able to lift, pull, push, and carry up to 45 lbs.
