The United States Space Force (USSF) at Los Angles AFB, El Segundo, CA is searching for a Deputy System Program Director for Protected Tactical SATCOM Acquisition (NH-1101-04, GS-14/15 Equivalent).
Description:
If selected, you will serve as the Deputy System Program Director (SPD) for the Protected Tactical SATCOM Acquisition Programs including the Protected Tactical Enterprise System (PTES), Protected Tactical SATCOM-Resilient/Prototypes (PTS-R/P), Protected Tactical SATCOM-Global (PTS-G), Engineering Management & Control (EM&C), and Wideband Global SATCOM (WGS). In your day-to-day operations as the Deputy System Program Director (SPD), you will be the central force driving our mission forward. You will spend your time actively mentoring a high-performing team, establishing the metrics that guarantee our success, and strategically balancing complex, multi-million/billion-dollar budgets. You won't just be working behind the scenes, you will be our partnering closely with the SPD to lead the division, shape critical outcomes, and frequently brief senior executives and general officers on program milestones. Ideal Candidate:
- Substantial experience in Acquisition Program Management within a Systems Program Office (SPO)
- Experience managing Contractor performance on warfighting system contracts through design, production, testing, and delivery phases
- Experience in acquisition strategy, incentivized contract vehicles, other transaction authority, and pushing programs throughout the life cycle.
- Skilled at balancing organization needs, evaluating resource requests, and establishing metrics to ensure compliance and effectiveness.
- Experience supervising personnel including establishing employee contribution plans and conducting performance assessments
- Proven ability to establish performance standards and improve overall organizational productivity and quality.
- Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance
- This is an acquisition position covered by the Acquisition Professional Development Program. Candidates must possess an Advanced certification in Program Management in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) or be capable of being certified within four years of appointment.
- If hired, you will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The position requires expertise in satellite communications knowledge. Highly skilled in delivering clear presentations on program status, resolving complex issues, and defending funding requirements.
Capable of building strong, cross-functional relationships with supporting commands and external organizations. Extensive knowledge of acquisition policies and procedures; and understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process. Assist the SPD and SPMs to plan, organize, direct, and coordinate activities of functional specialists including program management, engineering, cyber security, configuration management, testing, and financial personnel. Support SPD and SPM's overseeing performance of support Contractors and Federally Funded Research and Development Center (FFRDC) team members.

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- This position will close after 5 business days or 75 applications, whichever comes first.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS / relocation funding is authorized.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Subject to Temporary Duty Assignment (TDY): 20 days a year.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
