In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series.
EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower grade level (GS-07) or equivalent in other pay systems. Specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; as well as employing a wide range of communications concepts, principles, and practices to execute work processes using various telecommunications devices, methods, services, and facilities; formulating procedures, policies, practices, and requirements based on the operational and performance characteristics of telecommunications systems; troubleshooting and resolving complex problems involving systems compatibility, external interoperability, circuits, switches, distribution, satellites, linkages, and networking; and applying established policies, methods, and techniques in communications system design and installation to practical operating situations and problem resolution.

EDUCATION: Must have a master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Major studies include: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. - Serves as the Enterprise Land Mobile Radio (ELMR) Program Manager and as the program manager for specialized communications equipment.
- Administers the ELMR, Mobile Satellite Services (MSS), tactical radio and Communications Security (COMSEC) program pertaining to assigned ancillary cryptographic equipment.
- Serves as the base frequency focal point, coordinating Radio Frequency Authorizations (RFA).

- Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and the ability to relate to user requirements. Knowledge of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.
- Knowledge of performance characteristic telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
- Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
- Broad knowledge of national, DOD, and Air Force PWCS and spectrum management regulations, practices, and procedures. Must have PWCS management experience at the base or MAJCOM headquarters level
- Knowledge of the Frequency Resource Record System, government master file, spectrum certification system, and Spectrum XXI data automation systems.
- Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. Ability to research patterns to develop new methods, criteria, or proposed new telecommunications policies and procedures.
- Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to alter major telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).
