Duties
Help
  • Issues design and construction directives and develops and submits budgets for design/construction funds.
  • Prepares and interprets policies relating to design and construction management, work authorizations and funds and other pertinent matters.
  • Furnishes technical advice to the field on the proper procedures to follow in reporting progress and managing projects.
  • Monitors the progress of high visibility projects and keeps informed of progress through the review of reports, programming documents, construction directives, funds authorization documents, and other program material.
  • Determines source of and resolves problems relating to design and construction delays, excessive costs, and other technical problems
  • Provides program guidance and reviews construction directives for reasonableness of cost, conformance with criteria, and compliance with policies and procedures
  • Attends meetings with Host Nation partners and stakeholders to discuss and/or resolve problems that may arise in the management of the design, funding, and execution of design and construction programs.
  • Develops, recommends, and delivers Corps of Engineers position to Office of the Secretary of War and Congressional inquiries and/or contractor claims/protests/disputes and prepares responses.
  • Supervises subordinate employees as first line supervisor. Assures training programs are adequate and properly implemented as they relate to the needs of subordinate employees. Supervisory duties are less than 25% of the time.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.

  • This position has been designated as performing Project and/or Program Management functions. Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification.
  • The duties of this position require incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles and a valid US Army in Europe (USAREUR) Driver's License.

In order to qualify, you must meet the education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Managing large-scale construction projects with authority over project direction, budget, strategic communication with senior government officials; AND 2) Resolving programmatic issues arising from the integration of multiple sets of legal and administrative regulations; AND 3) Applying engineering principles to complex facilities, including the demonstrated ability to resolve complex medical and building code conflicts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230 , DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
