Job Description

Duties
Help
  • Formulate and prepare the District Command Operating Budgets using the Corps automated budget system.
  • Advise the Commander on the allocation of all resources and continuously review and analyze actual performance to provide optimum use of resources.
  • Oversee the development and execution of command operating budgets, staffing utilization and requirements, and high grade allocations/personnel costs and alignment.
  • Supervise an organization of approximately 15-20 staff members in the operation of functional areas including finance and accounting, managerial accounting and reporting, budget and manpower management, business practices, and strategic management.
  • Initiate and approve the full range of personnel actions recommended by subordinate supervisors.
  • Present a complete analysis of the financial status of the District including past and projected expenditures, work budgeted, and funds available.
  • Confer with the District Engineer on matters of policy, and to keep them apprised of the status of crucial and controversial program operations.
  • Maintain liaison on a Corps-wide basis with other levels in the command, with other DOW and federal agencies, and with customers in order to clarify procedures and policies in dealing with fiscal, financial, and administrative issues.
  • Recommend courses of action to accomplish business processes in an economical, efficient, and legal manner to include methods for regular evaluation of progress and work results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement in experience --no substitution of education for experience is permitted.

Specialized Experience: One year of specialized experience which includes: 1)Managing a comprehensive financial management program for a large and complex organization, to include overseeing budget formulation and execution, accounting, and financial analysis; 2)Supervising a multi-functional staff of financial professionals, which includes setting priorities, assigning work, and managing the full range of personnel and performance management actions; 3) Providing authoritative financial advice and recommendations to senior leadership on the allocation of resources, the impact of regulatory changes, and strategies for optimizing financial performance; AND 4) Developing or implementing financial policies, procedures, and internal control systems to ensure compliance with appropriation law and achieve mission objectives.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education
