Job Description

Duties

  • You will work with others to provide objectively based information to line managers and stakeholders for making decisions on the administrative and programmatic aspects of agency operations and management.
  • You will perform staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity.
  • You will interpret and apply fiscal/appropriation laws, policies and directives; perform a full complement or aspects of budgetary functions and duties, and develop spend plan by consulting with decision makers to support project/program schedules.
  • You will be responsible for serving as a junior member of a team, performing recurring tasks associated with project initiation and project execution.
  • You will ensure that obligations and expenditures are appropriate, accurate and within the constraints of fiscal law and management controls.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or NO-01 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to organize financial information to monitor fiscal constraints with meaningful metrics in accordance with laws and regulations, with assistance ability to perform data analysis and present analytical ideas and facts in writing, in a clear, convincing, and organized manner, knowledge of business Information Technology (IT) tools and processes, to assist in tracking project related expenditures and transactions.Working knowledge of financial management system and business tools. Ability to use Navy ERP to monitor and control financial execution and extract meaningful metrics.

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.
