Duties
Help
  • You will develop and implement recommendations and solutions to contract problems, risks, and outcomes in the pre-award and post-award procedures.
  • You will plan and conduct the contracting process from the description of the requirements through contract delivery, requiring knowledge of two or more contract functions.
  • You will plan, analyze, or evaluate procurement programs.
  • You will review proposed contractual actions for conformance with regulatory requirements and procurement practices
  • You will develop policies and procedures or provide advice and guidance to subordinate activities concerning a variety of procurement issues.
  • You will use negotiation techniques to meet and reach agreement through discussion with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document.
  • You will oversee or ensure compliance with the terms of contracts; determine reasonableness of and negotiate claims; resolve disputes concerning obligations of either the Government or the contractor; and negotiates contract modifications.
  • You will complete cost and/or price analysis techniques to evaluate cost and/or price proposals, contract changes, repricing actions and final contract pricing.

  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13)grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or managing a multi-disciplinary acquisition team (e.g., technical evaluators, legal counsel, pricing analysts, and program managers) to identify, and solve complex procurement problems and resolve identified contracting issues, (e.g., Contract Management, Negotiation, or Source Selection) acquisition and contracting expertise related to maritime ship repair, maintenance, sustainment and modernization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

A 4-year course of study leading to a bachelor's degree with a major in any field;

or

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $191,850. If you're current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
