Job Description

Position Overview

Perform comprehensive tasks related to the planning, development, implementation, and management of an affordable and effective systems support strategy. In this role, you will assist the program office in post-award project/program management tasks and support the full life cycle across all acquisition phases (Materiel Solution Analysis, Technology Maturation and Risk Reduction, EMD, Production and Deployment, and Operations and Support). You will act as a key participant in developing long-term weapon system supportability approaches that further the Government's acquisition strategy goals and objectives.

Key Responsibilities

Life Cycle Logistics & Acquisition Support
  • Provide product assistance to the Program Manager (PM) and Product Support Manager (PSM) for the execution of Total Life Cycle Systems Manager duties.
  • Assist in the development of critical program documentation, including the Life Cycle Support Plan (LCSP) and Business Case Analysis (BCA).
  • Coordinate all logistics elements [including spares, Support Equipment (SE), training, facilities, technical data, and provisioning] to ensure all Integrated Logistics Support (ILS) requirements are identified and tailored to the directorate's needs.
  • Assist with the development and maintenance of Post Production Support Plans (PPSP), Post Production Transition Plans (PPTP), and Transition to Post Production (TPP), executing requirements in phased strategies.
  • Analyze sustainment or related Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements. Research parts availability, establish Anti-Tamper (AT) parts supply priority, and resolve Mission Impaired Capability Awaiting Parts (MICAP) situations.
  • Apply expert knowledge of the Air Force's 12 product support elements (as outlined in the Product Support Manager's Guidebook) to all sustainment efforts.

Maintenance Planning & Technical Analysis
  • Conduct continuous maintenance support analysis, including Reliability-Centered Maintenance (RCM) analyses, Level of Repair Analyses (LORA), aircraft battle damage repair, and other maintenance trade studies.
  • Recommend required maintenance capabilities for all levels of repair, including calibration concepts, requirements, and plans.
  • Assist with the Source of Repair Assignment Process (SORAP), inter-service screening, and the identification of requirements for Interim Contractor Support (ICS), Contractor Logistics Support (CLS), and post-production support.
  • Support material efforts regarding damage scenarios, recovery, rebuild and depot maintenance, production shutdown, risk mitigation, part configurations, and production asset disposition.

Supply Chain Operations & Asset Management
  • Demonstrate deep knowledge of AFI 23-101 (Air Force Material Management Policy), AFMAN 23-122 (Material Management Procedures), and DoDM 4140.01, VOL 6 (DoD Supply Chain Material Management Procedures).
  • Execute Supply Chain Risk Management (SCRM) in accordance with Air Force Life Cycle Management Center (AFLCMC) Standard Processes.
  • Complete Government Furnished Property (GFP) inventories, document findings, and ensure timely correction of discrepancies IAW DAFMAN 23-119.
  • Develop methods and improvement procedures for the storage, issuing, and disposition of GFP according to regulation.
  • Ensure compliance with Spare Parts Requirements, Spare Modeling, and the Spare Requirement Review Board (SRRB).
  • Assist sustainment teams through data analysis, acquisition management, and procurement of critical assets, insurance spares, tooling, and related materials.
  • Assist with Item Unique Identification (IUID) and the MIL-STD-129/130 processes.

Program Management & Task Coordination
  • Manage and evaluate the Contract Data Requirement List (CDRL) process, specifically focusing on CDRL GFP Reports, procedures, and policy data.
  • Plan, organize, and manage critical aspects of the development, production, and deployment of capabilities utilizing DoD, USAF, and local logistics policies and financial data requirements.
  • Assist in identifying conflicting objectives and priorities, analyzing deficiencies, and advising the USG of actions needed to ensure projects stay on schedule.
  • Identify and monitor mission partner support and field assessment requirements.
  • Monitor functional and supporting organization compliance with milestones and performance criteria to ensure adequate support plans and time-phased schedules are executed effectively.

Required Experience

One of the following combinations of education/experience:
    • MA/MS degree and twelve (12) years of experience in the respective technical/professional discipline, five (5) of which must be in the DoD; -OR
    • BA/BS degree and fifteen (15) years of experience in the respective technical/professional discipline, five (5) of which must be in the DoD; -OR
    • HS Diploma, and twenty (20) years of directly related experience, eight (8) of which must be in the DoD.
  • Demonstrated proficiency in Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams), Adobe Acrobat, and web browsers (e.g., Microsoft Edge).
  • U.S. Citizenship required; Ability to obtain and maintain a Secret security clearance required.

Preferred Qualifications
  • Prior USAF/DoD supply system experience supporting aviation (C-130 aircraft support is highly desired).
  • Prior System Program Office (SPO) experience.
  • Experience with Commercial Asset Visibility Air Force (CAV AF).
  • Experience utilizing FedMall and the D043 system.
  • Experience with Basing & Logistics Analytics Data Environment (BLADE).
  • Experience coordinating with Supply Planners.
