As the Engineering Change Analyst based in Pascagoula, MS, you will provide cost and price analysis support to government programs, with emphasis on proposal evaluation, independent cost estimates, and negotiation support for contract actions.
Serco helps the program office analyze engineering change impacts in terms of cost and schedule and provide recommendations for hull efficacy and contract tie-ins.
In this role, you will:
- Perform cost and price analysis of engineering change proposals, including labor, materials, overhead, G&A, subcontract costs, and profit/fee.
- Develop Independent Government Estimates (IGEs), Rough Order of Magnitude (ROM) estimates, and detailed cost models to assess potential impacts of proposed engineering changes to the overall contract milestones and program goals.
- Review and validate contractor cost data for reasonableness, allowability, and allocability in accordance with FAR, DFARS, and agency guidance.
- Support evaluation of engineering change proposals, contract modifications, requests for equitable adjustment (REAs), and claims.
- Participate in fact-finding meetings and technical interchange meetings
- Analyze historical cost data, apply estimating techniques (e.g., learning curves, regression analysis), and document estimating methodologies and assumptions.
- Prepare written cost analysis reports, TARs, briefing materials, and pricing memoranda suitable for senior leadership and contracting officers.
- Maintain cost databases, spreadsheets, and supporting documentation
- Ensure compliance with internal processes, data standards, and security requirements.
To be successful in this role, you will have:
- Ability to obtain and maintain an active secret clearance.
- US Citizenship.
- Bachelor's degree in business, finance, accounting, engineering, or a related field;
- Additional equivalent experience may be substituted for education.
- 7 years of experience performing cost estimating, cost analysis, or price analysis supporting Navy or DoD programs, shipbuilding, ship repair, or complex technical production environments.
- Experience developing IGEs and supporting negotiations or acquisition decision-making.
- Strong analytical skills with the ability to interpret large datasets and complex cost elements.
- Proficiency in Microsoft Excel (formulas, models, data analysis) and general proficiency in Microsoft Office tools.
- Ability to communicate clearly and professionally in writing and verbally with government, military, and contractor personnel.
- Ability to be analytical, detail-oriented, and highly collaborative.
- Ability to travel up to 10% of the time.
Additional desired / preferred qualifications
- An Active/Current Secret Clearance.
- 10 years of relevant/similar experience performing cost estimating, cost analysis, or price analysis supporting Navy or DoD programs, shipbuilding, ship repair, or complex technical production environments.
- Experience reviewing engineering change proposals, production labor standards, or shipyard/manufacturing cost data.
- Prior experience supporting audits, fact-finding, or REA/claim analysis.
