Job Description
GovCIO is currently hiring a Program Manager to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). The Program Manager will be a hands-on leader who will support a VA Sub-Product Line Manager with day-to-day oversight providing strategy, process, and implementation consulting services to the Product Team. The Program Manager will be responsible for client interactions and ensuring production of quality work products. The environment is dynamic, and client needs are often evolving; flexibility and forward-thinking views are important for success. This role is a fully remote position within the United States with core hours of operation from Monday to Friday 8 AM to 5 PM ET.

Responsibilities

- Supervises professional and technical personnel performing in their customary disciplines.
- Responsible for recruiting, interviewing, and hiring staff.
- May prepare staffing plans, including skill and labor mix, to support contract operations.
- Provide daily operational support to senior leadership, including calendar/priority alignment, Kanban review, and preparation for key meetings.
- Represent leadership in product line, pillar-level, and cross-organizational meetings, delivering updates and ensuring continuity of information flow.
- Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Schedules tasks and coordinates with various team members to accomplish the results.
- Oversee coordination and governance of product documentation, reporting, metrics, and lifecycle processes.
- Facilitate communication between Business Owners, PMs, and leadership to maintain alignment on product priorities, escalations, and decision-making.
- Documents and provides recommendations for technical management approaches on projects/products
- Creates strategic roadmaps, with alignment to goals and operations plans
- Understands the client's business issues and data challenges; performs gap analysis and recommends solutions
- Support all related Program Increment Planning activities
Qualifications
Required Skills and Experience
- Bachelor's degree in engineering, computer science, systems, business or related scientific/technical discipline plus 15 years of commensurate work experience, 10 years of additional relevant work experience may be substituted for educational requirements
- Strong experience with projects which require well-organized management, tracking and communications of complex product development dependencies
- Strong communication skills (oral and written) to relay concise messaging and reporting to all levels of management
- Great interpersonal skills and ability to work independently with minimal guidance/supervision
- Strong analytical and investigation skills crafting solutions to challenging problems or issues
- Strong experience in developing presentations and slides for communicating technical and non-technical subjects to both small and large audiences
- Must be able to identify and mitigate risks to the project, and escalate program risks, as necessary
- PM-related certifications such as PMP and ITIL preferred
- Experience supporting or leading within the Veterans Affairs Office of Information and Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
- Proven VA (or similar government agency) IT development track record highly desired
- Ability to proactively communicate and coordinate with various internal and external project stakeholders, depending on needs.
