Position Overview
The U.S. Army ECMA is seeking an experienced and highly motivated Technical Program Manager to lead and oversee enterprise Cyber Security and Cloud Operations initiatives supporting mission-critical systems and services. This role is responsible for ensuring the organization's cybersecurity posture remains compliant, resilient, and aligned with Department of Defense (DoD) and Army standards while driving operational excellence across cloud environments.
The ideal candidate will possess strong technical expertise in cybersecurity, cloud technologies, program management, stakeholder engagement, and risk management. The Technical Program Manager will serve as the primary liaison between technical teams, government leadership, cybersecurity stakeholders, and cloud operations personnel to ensure successful delivery of strategic objectives.
Key Responsibilities
Program Leadership
• Lead the planning, execution, and oversight of cybersecurity and cloud operations programs supporting Army mission requirements.
• Develop and manage program roadmaps, schedules, budgets, risks, and performance metrics.
• Coordinate activities across multiple technical teams, contractors, and government stakeholders.
• Provide executive-level reporting on program status, risks, issues, and mitigation strategies.
Cybersecurity Oversight
• Manage and continuously assess the organization's cybersecurity posture.
• Ensure compliance with DoD, Army, and federal cybersecurity policies, frameworks, and regulations.
• Oversee Risk Management Framework (RMF) activities, Authority to Operate (ATO) processes, and security control implementation.
• Monitor vulnerability management, security assessments, incident response activities, and remediation efforts.
• Collaborate with cybersecurity teams to strengthen defensive capabilities and improve security operations.
Cloud Operations Management
• Oversee day-to-day cloud operations supporting enterprise applications and infrastructure.
• Ensure availability, reliability, scalability, and performance of cloud-hosted services.
• Lead cloud governance initiatives, operational readiness reviews, and service optimization efforts.
• Support cloud migration, modernization, and automation initiatives.
• Monitor cloud resource utilization, operational costs, and service-level performance.
Stakeholder Engagement
• Serve as the primary point of contact for government leadership regarding cybersecurity and cloud operations.
• Facilitate communication between technical teams, mission owners, cybersecurity personnel, and external partners.
• Prepare and deliver briefings, reports, and strategic recommendations to senior leadership.
Required Qualifications
• Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Engineering, Business Administration, or related field.
• 8+ years of experience managing complex IT, cybersecurity, or cloud programs.
• 5+ years of experience supporting DoD or federal government environments.
• Demonstrated experience overseeing cybersecurity compliance and cloud operations.
• Strong understanding of the DoD Risk Management Framework (RMF), CND, Incident Response/Management etc.
• Experience managing cross-functional technical teams and large-scale initiatives.
• Excellent communication, leadership, and stakeholder management skills.
• Active Secret clearance or ability to obtain and maintain one.
Preferred Qualifications
• Bachelor’s degree in IT
• Active Secret or Top Secret clearance.
• Program management certification such as PMP, PgMP, or equivalent.
• Cloud certifications such as AWS Certified Solutions Architect, AWS Security Specialty, Microsoft Azure Administrator, Azure Solutions Architect, or equivalent.
• Experience with FedRAMP, NIST 800-53, Zero Trust Architecture, and Cloud Security principles.
• Familiarity with Army, DISA, and DoD cybersecurity policies and cloud computing initiatives.
