Job Description

Duties

- Program Administrator and Subject Matter Expert Air Force Wide for Specimen Collection activities for the AF DDR Drug Testing Program.
- Monitors performance and has oversight for the military and civilian Drug Testing Programs at all AF installations and geographically separated units (GSUs).
- Serves as a senior AF technical expert and representative for any questions from higher authority regarding specimen collection activities in support of the AF Drug Testing Program.
- Represents the AF DDR Drug Testing Program at a variety of installation and higher-level functional area organizations.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Occasional travel may be required to inspect subordinate element collection operations, participate in drug testing conferences, and attend DoD-level meetings.
  • Overnight travel and temporary duty assignments will be coordinated in advance for compensatory time or scheduled overtime as appropriate.
  • May occasionally be required to work other than normal duty hours. These shifts may last as late as 2400 hours (midnight), and maybe 8 or 10 hours per day. Flex time may be implemented. Occasional overtime may be required.
  • IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME).
  • This is a drug testing designated position as per AFI 90-508. The incumbent is subject to random testing for drug use.
  • The incumbent must be able to obtain/retain required security clearance.
  • This is a centrally managed position.
  • A physical Examination is required for this position.
  • Experience in working with Integrated Delivery Systems (IDSs) at base level or higher is desirable.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) Works with specimen collection procedures used for forensic drug testing, to ensure absolute accuracy, compliance, and the legal defensibility of drug testing results. (2) Works with extending and adapting, both theoretically and practically, precedents and existing approaches in order to provide critical oversight and coordination of program developmental efforts to ensure 100% drug testing accuracy, compliance, and legal defensibility; and (3) Works with highly developed communication, negotiation, persuasion, and conflict resolution skills, as well as highly regarded technical expertise, to represent the department in decision making regarding forensic drug testing policy and implementation of practices.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of appropriate DoD and AF regulations, instructions, and directives pertaining to drug abuse, drug testing, drug laboratory operations, civilian and military laws, and judicial processes; demonstrated ability to provide representation on organizational and program matters to all levels of interest, both internal and external to the organization.
2. Mastery of program evaluation techniques and statistical analysis methods necessary to perform program evaluation and program development at the DoD, HAF, and subordinate element levels; also requires expert level, critical thinking skills in applying knowledge of Federal, DoD, and AF policies and procedures, along with evaluation data, to the identification, understanding, and resolution of novel and complex issues or problems.
3. Mastery of the theory and principles of managing organizations, including administrative practices and procedures related to specimen collection activities supporting forensic drug testing, channels of communication, routing of correspondence, chain of custody, storage of files and records, and budget formulation and execution.
4. Extensive skill in developing and executing training programs. Must have skill in developing and executing forensic training programs, including computer-based training programs, for subordinate specimen collection personnel. Ability to evaluate the effectiveness of training programs and subordinate instructors.
5. Extensive skill in communicating clearly, concisely, unambiguously, and with technical accuracy orally and in writing to Federal, DoD, HAF, and other agencies.
6. Skill in using various personal computer software programs, specifically Microsoft Windows, Word, Excel, and PowerPoint.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
