GENERAL ENGINEER (ENVIRONMENTAL)

Duties

1. Serves as an authority on subject areas involving the development of environmental concepts and methodology; interprets environmental regulatory requirements at the international level; to include developing regional processes based on host nation and federal requirements.

2. Maintains responsibility for US environmental policy oversight and guidance to US Central Command organizations operating in the US Central Command area of responsibility.

3. Manages the preparation of environmental documentation for programs that are highly visible and politically sensitive; monitors implementation of major agency programs such as Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Contingency Location Environmental Standards (CLES), Basel Convention, Dodd 6050-7, DoDI 4715.05, Executive Order 12114, and Status of Forces Agreements.

4. Conducts public meetings, education programs, and technical review committees to foster awareness and support for environmental initiatives.

5. Provides direction to a team of environmental professionals.

Qualifications

BASIC RQMTS: TRANSCRIPTS MUST BE PROVIDED

DEGREE COMMUNITY PLANNER: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
COMBO OF ED & EXP: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

DEGREE BIO SCIENCES: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
COMBO OF ED & EXP: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

DEGREE PHYSICAL SCIENCES: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
COMBO OF ED & EXP: Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

DEGREE ENVIRONMENTAL ENG: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
COMBO OF ED & EXP: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes providing professional environmental technical expertise, program support; and direction and oversight to engineers and scientists for various environmental programs; providing advisory services and support for regulatory/legislative input pertaining to compliance, planning or restoration projects, development of environmental standards and implementing actions needed to comply with oversight principles and host nation regulations, including issues related to hazardous and solid waste disposal, air and water compliance, natural and cultural resources, International Permits, and Environmental Management Systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of current U.S. and Host Nation environmental laws and regulations, and DoD instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs to provide expert level support or advice.
2. Knowledge of deliberate, crisis action and exercise planning and execution operations. Knowledge of CONUS, OCONUS, and Theater environmental programs, regulations, and laws. Knowledge of environmental support activities required to support overall USCENTCOM OPLANS, CONPLANs, or OPORDs.
3. Knowledge of the Joint deliberate planning process, the crisis action planning process and Joint Task Force operations and procedures. Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management.
4. Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations, and orders.
5. Knowledge of construction and service contracting procedures relevant to executing environmental related contracts.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, foreign governments, and industry.
