We are seeking an experienced Project Manager to support delivery of a mission-focused, enterprise SaaS modernization effort within the Department of Veterans Affairs. This role provides day-to-day project governance, schedule management, reporting, risk and issue management, stakeholder coordination, and contract execution support for a complex PPBE, budget, financial management, acquisition, and workflow modernization program. The Project Manager serves as a trusted interface between Technatomy delivery teams and Government stakeholders, ensuring transparent communication, disciplined execution, timely deliverables, and measurable progress against program objectives. This individual will support an Agile delivery environment while maintaining the project management rigor required for federal IT governance, compliance, staffing accountability, and executive reporting.

DUTIES AND RESPONSIBILITIES:

• Lead project management and governance activities for a federal enterprise IT modernization effort supporting VA planning, programming, budgeting, execution, acquisition, and workflow management objectives.

• Coordinate recurring weekly and monthly status meetings, including agenda preparation, meeting facilitation, action item tracking, decision documentation, and timely meeting minutes.

• Prepare, review, and deliver program-level status reporting, including weekly status updates, Monthly Program Status Reports, staffing updates, risk and issue summaries, milestone tracking, and executive-level briefing materials.

• Develop, maintain, and update the Contractor Program Management Plan, including project scope, schedule, cost, quality, risk, communications, staffing, governance, escalation, and knowledge management elements.

• Manage and maintain the Integrated Master Schedule, including key milestones, deliverables, dependencies, critical path items, schedule variance reporting, and coordination with Agile sprint and Program Increment planning activities.

• Support quarterly Program Increment planning governance, including preparation of planning materials, coordination of objectives, tracking of commitments, and reporting against delivery progress.

• Establish and maintain disciplined risk and issue management processes, including identification, documentation, prioritization, mitigation tracking, escalation, and closure.

• Coordinate across Product Owners, Scrum Masters, architects, developers, testers, training/change management resources, platform administrators, and support teams to ensure delivery activities remain aligned to contract requirements and stakeholder expectations.

• Monitor deliverable status, staffing status, compliance training status, background investigation status, and project execution risks to support accurate customer reporting and contract transparency.

• Support project kickoff activities, governance meetings, technical reviews, and stakeholder briefings with clear, accurate, and decision-ready information.

• Track action items, dependencies, risks, and Government decisions required to maintain delivery momentum and reduce schedule, cost, and performance risk.

• Maintain project documentation in approved repositories and ensure project artifacts are current, organized, traceable, and accessible to authorized stakeholders.

• Promote a collaborative and accountable delivery environment focused on transparency, responsiveness, issue resolution, and continuous improvement.

KNOWLEDGE AND SKILLS REQUIRED:

• 7+ years of progressive experience managing IT projects, software delivery efforts, SaaS implementations, systems modernization programs, or federal technology initiatives.

• Demonstrated experience supporting project governance, schedule management, risk and issue management, deliverable tracking, and stakeholder reporting in a structured delivery environment.

• Experience developing or maintaining project management artifacts such as project management plans, integrated schedules, status reports, staffing reports, risk logs, issue logs, action item trackers, and executive briefings.

• Practical understanding of Agile delivery environments, including sprint execution, backlog coordination, Program Increment planning, Agile metrics, and coordination between project management and product delivery teams.

• Experience managing cross-functional technical teams that may include architects, developers, configuration specialists, data/integration resources, testers, training/change management personnel, platform administrators, and support personnel.

• Ability to translate technical, schedule, staffing, and delivery information into clear program-level communications for Government and executive stakeholders.

• Familiarity with federal IT governance, contract delivery expectations, deliverable management, and customer-facing reporting discipline.

• Experience using project and collaboration tools such as Microsoft Project, Jira, Confluence, SharePoint, Microsoft Teams, Smartsheet, or similar platforms.

• Strong written and verbal communication skills, including the ability to prepare polished reports, briefings, meeting summaries, and decision-support materials.

• Strong organizational skills with the ability to manage multiple workstreams, deadlines, dependencies, and stakeholder priorities.

• Ability to work effectively with technical teams, business stakeholders, Government customers, and contract leadership in a remote delivery environment.

• Proactive problem-solving skills and the ability to identify risks, elevate issues, and drive timely resolution.

KNOWLEDGE AND SKILLS DESIRED:

• Exposure to Federal, state, health, financial, or other regulated IT delivery environments is beneficial; Department of Veterans Affairs experience is a plus but not required.

• Familiarity with enterprise SaaS implementations, workflow modernization, financial management systems, acquisition systems, or business process transformation is valued.

• Working knowledge of project governance, Agile delivery, risk management, schedule management, reporting, and stakeholder communications in a structured delivery environment is beneficial.

• Exposure to accessibility, cybersecurity, privacy, auditability, or compliance requirements in an IT program environment is a plus.

• Relevant certifications such as PMP, PMI-ACP, CSM, SAFe, ITIL, or similar credentials are preferred, but not required.
