We are seeking an experienced Functional Test Engineer to support test planning, functional testing, system testing, regression testing, defect validation, UAT support, and acceptance traceability for an enterprise SaaS modernization effort within the Department of Veterans Affairs. This role validates that a Pega-based solution supporting PPBE, budget, acquisition, reporting, workflow, and auditability requirements performs as intended and meets business and operational needs. The Functional Test Engineer works closely with Product Owners, Scrum Masters, business analysts, Pega engineers, data/integration resources, QA automation/performance testers, and Government stakeholders to develop test scenarios, execute test cases, document results, support UAT, and drive timely defect resolution.

DUTIES AND RESPONSIBILITIES:

• Develop, maintain, and execute functional test plans, test cases, test scripts, test scenarios, and test execution documentation.

• Validate application functionality against requirements, user stories, acceptance criteria, business rules, workflow designs, and solution specifications.

• Perform system, functional, end-to-end, regression, integration-support, and user acceptance testing activities.

• Support testing for PPBE, budget formulation, budget execution, acquisition workflows, reporting, approvals, user roles, data handling, and auditability features.

• Collaborate with Product Owners, Scrum Masters, business analysts, and stakeholders to confirm test scope, business scenarios, acceptance conditions, and expected outcomes.

• Coordinate with Pega engineers and data/integration resources to clarify functional behavior, data flows, interface impacts, and defect remediation needs.

• Log, classify, track, retest, and validate defects using approved defect management and Agile tools.

• Support UAT planning and readiness reviews, including test scenario preparation, user guidance, issue triage, status reporting, and acceptance sign-off support.

• Maintain traceability between requirements, user stories, test cases, defects, and test results.

• Participate in sprint planning, backlog refinement, sprint demonstrations, release readiness reviews, and defect triage meetings.

• Prepare test execution reports, defect summaries, status updates, and testing inputs for program reporting.

• Support regression validation for configuration changes, production fixes, minor enhancements, and release candidates.

• Work with QA automation, performance, and 508 resources to coordinate functional coverage across broader quality assurance activities.

KNOWLEDGE AND SKILLS REQUIRED:

• 4+ years of progressive experience in functional testing, system testing, UAT support, regression testing, or software quality assurance.

• Experience developing and executing test cases, test scripts, test scenarios, test data, and test execution reports.

• Practical understanding of requirements traceability, acceptance criteria, defect management, retesting, regression testing, and test status reporting.

• Experience testing enterprise applications, SaaS platforms, workflow systems, case management systems, or business process applications.

• Familiarity with Agile delivery environments, sprint testing, backlog refinement, sprint demonstrations, and release readiness activities.

• Experience using testing and collaboration tools such as Jira, Confluence, Azure DevOps, SharePoint, or similar platforms.

• Strong analytical, troubleshooting, documentation, and communication skills.

• Ability to understand business workflows, user roles, data inputs, expected outputs, and edge cases.

• Ability to work effectively with developers, analysts, testers, Product Owners, and Government stakeholders.

• Detail-oriented approach to validating system behavior and documenting test outcomes.

KNOWLEDGE AND SKILLS DESIRED:

• Exposure to Federal, state, health, financial, or other regulated IT delivery environments is beneficial; Department of Veterans Affairs experience is a plus but not required.

• Familiarity with SaaS platforms, workflow applications, case management systems, low-code/no-code platforms, or Pega applications is valued.

• Experience testing financial management, acquisition, budget, reporting, user access, workflow, or enterprise business applications is a plus.

• Working knowledge of UAT coordination, regression testing, data validation, API testing, accessibility testing, or release readiness is beneficial.

• Relevant testing, Agile, quality assurance, business analysis, or platform certifications are preferred, but not required.

EDUCATION:

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business Administration, or a related discipline, or equivalent experience.

CLEARANCE:

• Must be able to obtain and maintain a Public Trust clearance.
