We are seeking an experienced Configuration/Release Manager to support configuration management, change control, release planning, deployment coordination, repository governance, baseline management, and post-Go-Live operational change discipline for an enterprise SaaS modernization effort within the Department of Veterans Affairs. This role ensures that changes to a Pega-based solution supporting PPBE, budget, acquisition, reporting, workflow, auditability, and sustainment are properly assessed, approved, versioned, tested, documented, deployed, and traceable. The Configuration/Release Manager works closely with project leadership, architects, Pega engineers, data/integration resources, testers, platform administrators, support teams, and Government stakeholders to protect solution integrity while enabling controlled Agile delivery and operational sustainment.

DUTIES AND RESPONSIBILITIES:

• Lead configuration management, change management, release planning, and deployment coordination activities for an enterprise SaaS modernization effort.

• Develop, maintain, and support Configuration Management Plans, Configuration and Change Management Plans, release plans, change workflows, baseline documentation, and related governance artifacts.

• Establish and enforce processes for submitting, reviewing, approving, tracking, implementing, and closing change requests.

• Coordinate release planning activities, including release scope, timelines, dependencies, risks, testing milestones, deployment windows, rollback procedures, and approval checkpoints.

• Maintain configuration baselines, change request logs, release documentation, deployment records, version histories, and monthly change summary reports.

• Coordinate with development, testing, platform administration, data/integration, support, and Government stakeholders to ensure changes are properly assessed for technical, business, security, data, and operational impacts.

• Support CCB/CAB preparation, change impact analysis, approval coordination, status reporting, and presentation of change packages.

• Ensure release candidates and build packages are reviewed for compliance with configuration standards, testing requirements, documentation expectations, and deployment readiness.

• Support repository and artifact management using approved tools such as GitHub, Jira, Confluence, SharePoint, or similar platforms.

• Coordinate post-deployment validation, issue capture, release retrospectives, and post-deployment reporting.

• Work with platform administrators and support teams to monitor release impacts, deployment issues, rollback needs, and production stabilization activities.

• Maintain auditability and traceability across configuration items, source artifacts, change records, release packages, testing evidence, and documentation.

• Promote disciplined change control while supporting Agile delivery, continuous improvement, and timely implementation of approved changes.

KNOWLEDGE AND SKILLS REQUIRED:

• 6+ years of progressive experience in configuration management, change management, release management, deployment coordination, DevOps governance, or IT service management.

• Experience establishing and maintaining configuration baselines, change request logs, release plans, deployment records, version histories, and change-control documentation.

• Practical understanding of CCB/CAB processes, change impact analysis, release readiness, rollback planning, post-deployment reporting, and production change governance.

• Experience supporting Agile software delivery, SaaS implementations, enterprise applications, workflow systems, or business systems modernization.

• Familiarity with version control, repository management, artifact management, source control, build/release promotion, and configuration item tracking.

• Experience coordinating across developers, testers, platform administrators, support teams, business stakeholders, and Government customers.

• Experience using tools such as Jira, Confluence, GitHub, ServiceNow, SharePoint, Microsoft Teams, Azure DevOps, or similar platforms.

• Strong organizational, analytical, communication, and documentation skills.

• Ability to manage multiple releases, changes, dependencies, risks, and stakeholder review cycles.

• Ability to work effectively in a remote, cross-functional, customer-facing delivery environment.

KNOWLEDGE AND SKILLS DESIRED:

• Exposure to Federal, state, health, financial, or other regulated IT delivery environments is beneficial; Department of Veterans Affairs experience is a plus but not required.

• Familiarity with enterprise SaaS, workflow modernization, low-code/no-code platforms, DevOps governance, or production application release environments is valued.

• Experience with repository management, release governance, change control, configuration baselines, deployment coordination, or artifact management is a plus.

• Working knowledge of Jira, GitHub, ServiceNow, Confluence, SharePoint, Azure DevOps, or similar change/release management tools is beneficial.

• Relevant ITIL, SAFe, PMP, DevOps, configuration management, release management, or service management certifications are preferred, but not required.

EDUCATION:

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business Administration, Project Management, or a related discipline, or equivalent experience.

CLEARANCE:

• Must be able to obtain and maintain a Public Trust clearance.
