We are seeking an experienced Business Analyst/Scrum Master to support Agile delivery for a mission-focused enterprise SaaS modernization effort within the Department of Veterans Affairs. This role bridges business process analysis, PPBE/acquisition workflow understanding, Agile facilitation, backlog management, stakeholder engagement, and user acceptance support. The Business Analyst/Scrum Master works closely with Product Owners, Government stakeholders, architects, developers, testers, training resources, and support teams to translate business needs into actionable user stories, acceptance criteria, process models, sprint priorities, and adoption inputs. This individual helps ensure that the configured solution supports VA planning, programming, budgeting, execution, acquisition, approval, auditability, and traceability objectives while promoting transparency, collaboration, and continuous improvement.
DUTIES AND RESPONSIBILITIES:
• Facilitate Agile ceremonies, including daily stand-ups, sprint planning, backlog refinement, sprint reviews, and retrospectives, for one or more cross-functional delivery teams.
• Work with Government stakeholders and delivery teams to elicit, analyze, document, and refine business, functional, and non-functional requirements.
• Translate PPBE, budget, acquisition, workflow, approval, reporting, and auditability needs into user stories, use cases, acceptance criteria, backlog items, and sprint-ready requirements.
• Support requirements traceability from business needs through architecture, configuration, testing, user acceptance, and release planning.
• Partner with Product Owners and technical leads to maintain a healthy, prioritized backlog aligned with program objectives, delivery milestones, and stakeholder priorities.
• Support business process modeling, current-state and future-state workflow analysis, role mapping, user group coordination, and operational readiness activities.
• Coordinate with testers and stakeholders to support UAT planning, scenario development, acceptance validation, defect clarification, and user feedback resolution.
• Use Agile metrics such as velocity, throughput, cycle time, burndown, defect trends, and sprint commitments to support transparency and continuous improvement.
• Maintain Agile and requirements artifacts in approved tools such as Jira, Confluence, SharePoint, or similar platforms.
• Identify impediments, dependencies, and risks affecting delivery and work collaboratively with stakeholders to support resolution.
• Support training and change management teams by providing workflow context, role-based process information, user impacts, and adoption inputs.
• Promote team collaboration, accountability, continuous learning, and disciplined execution in a federal enterprise delivery environment.
KNOWLEDGE AND SKILLS REQUIRED:
• 5+ years of progressive experience as a Business Analyst, Scrum Master, Agile Analyst, Product Analyst, or similar role supporting software, SaaS, workflow, or systems delivery efforts.
• Demonstrated experience eliciting, documenting, and managing business requirements, user stories, use cases, acceptance criteria, and process documentation.
• Practical experience facilitating Agile ceremonies and supporting Scrum, Kanban, or hybrid Agile delivery teams.
• Familiarity with backlog refinement, story sizing, sprint planning, UAT coordination, acceptance validation, and requirements traceability.
• Experience working with technical teams, Product Owners, stakeholders, testers, trainers, and project leadership to support iterative delivery.
• Ability to understand business processes and translate them into clear, actionable requirements and implementation guidance.
• Experience using Agile and collaboration tools such as Jira, Confluence, SharePoint, Microsoft Teams, or similar platforms.
• Strong facilitation, communication, analytical, and problem-solving skills.
• Ability to prepare clear documentation, meeting outputs, decision logs, workflow notes, and stakeholder-facing materials.
• Ability to work effectively in a remote, cross-functional, client-facing delivery environment.
KNOWLEDGE AND SKILLS DESIRED:
• Exposure to Federal, state, health, financial, or other regulated IT delivery environments is beneficial; Department of Veterans Affairs experience is a plus but not required.
• Familiarity with financial management, acquisition, budget, reporting, case management, workflow, or other regulated business processes is valued.
• Experience with enterprise SaaS, low-code/no-code platforms, workflow modernization, business process transformation, or case management solutions is a plus.
• Exposure to accessibility, cybersecurity, privacy, auditability, or compliance considerations in an IT delivery environment is beneficial.
• Relevant Agile, Scrum, business analysis, product ownership, or process improvement certifications are preferred, but not required.
EDUCATION:
• Bachelor's degree in Computer Science, Information Systems, Business Administration, Engineering, Project Management, or a related discipline, or equivalent experience.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
