Job Description

Duties

  • You will be responsible for the development of designs, plans, specifications and programming documents involving complex military major and minor construction.
  • You will be responsible for the preparation of comprehensive construction cost estimates for the construction of complex civil works and military construction facilities and projects.
  • You will be independently responsible for coordinating, compiling, and finalizing specifications for a variety of civil works and military construction and supply contracts for projects which are of a broad scope and complexity.
  • You will develop programming documents and direct the preparation of plans and specifications for new construction, alteration, maintenance and repair of various base/installation facility projects
  • You will prepare government cost estimates on Invitation for Bids (IFB's), Request for Proposal (RFP), modifications, and changes orders for complex work for which historical data is unavailable or of limited use.
  • You will independently plan and develop final specifications covering complete and complex projects such as flood walls, flood control structures, and pumping stations involving numerous features and items of work
  • You will prepare the full range of civil works and military planning and engineering design cost estimates such as feasibility, baseline, general design memorandum, concept and preliminary, and final design.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NJ-02 pay band (GS-08 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising, reviewing and determining adequacy on the repair and maintenance of facility projects; reviewing construction and engineering designs; addressing unusual technical problems; performing and coordinating activities in support of procurement actions for Architect-Engineer contracts.

Education

Education may be substituted for specialized experience as follows:
  • A master's or equivalent graduate degree with major study in an appropriate field of engineering, construction, or industrial technology; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree with major study in an appropriate field of engineering, construction, or industrial technology; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
