You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Specialized Experience:
You must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Demonstrates executive expertise in financial administration, systems governance, strategic initiatives and workforce supervision OR serving as a senior authority for fiscal reporting, or managing strategic policies for budget, accounting, and manpower functions.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret level.
PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability.

Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.
DoD Financial Management Certification Program (DFMCP) - FM Level III position: In accordance with DoDI 1300.26 and 10 U.S.C 1599d, the incumbent must obtain and maintain FM Certification at the Level III within 24 months of appointment.
Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date.
Telework: This position may be eligible for situational telework. Telework approval will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Help
- Develops, administers, analyzes, and evaluates all aspects of the Agency Financial Management Program to include management and program analysis and control, budget management, cost analysis, productivity and management improvement programs.
- Directs the development of the Agency's budget, policy guidance, and procedures for the proper execution of financial plans.
- Oversee the review and analysis of Agency resource requirements to develop budget submissions and estimates for adherence to agency mission goals, senior management needs, and policies.
- Directs the following functions: Managerial-Financial Planning and Reporting, Agency Financial Statements, Budget Formulation/Presentation, Budget Execution, Reimbursable Budget Program, Internal Management Control Reviews, and Fiscal Accounting.
- Ensures the preparation of required justification material in support of the budget submission to Department of Defense/Office of Management and Budget and, subsequently, to Congress.
