Program Management Support II

Location: Tinker AFB, OK

Minimum Clearance Required: Top Secret/SCI

This position requires the ability to obtain and maintain a Top Secret/SCI U.S. Government Security Clearance. U.S. Citizenship status is required, as this position necessitates an active U.S. Government Security Clearance for employment. Non-U.S. citizens are not eligible to obtain a U.S. security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations, and illegal drug use.

Travel: Ability to travel to CONUS and OCONUS locations as required by customer.

As a Program Management Support II, you will be responsible for BIG SAFARI Program Manager Liaison located within the Legacy Tanker Program Office at Tinker AFB OK provides management support to the BIG SAFARI Program and Program Managers located at WPAFB. Prime objective of this position is to minimize and/or eliminate duplication in support between the C/KC-135 aircraft managed by the KC PO (Tinker AFB) and BIG SAFARI (645th AESG WPAFB). Harmonizes C/KC-135 issues and programs, leveraging airframe commonalities to minimize BIG SAFARI costs. The position requires a knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate various contractor proposals and activities. The position involves program management duties that contract BIG SAFARI requirements through the KC contracting office for services, modifications, and parts. Acquisition certification required is to Level II in the Acquisition Professional Development Program (APDP) in Life Cycle Logistics. In addition, maintain knowledge of laws, principles, policies, and practices of systems acquisition and logistics management techniques for required for contracting BIG SAFARI requirements into Legacy Tanker Programs. Also is the Program Manager Liaison for the BIG SAFARI F108-201/-100 engines requiring depot maintenance at Tinker AFB.

Who You Are and What You Need:


  • Bachelor's Degree in related field or equivalent experience is desired.

  • Certified Level II in the Acquisition Professional Development Program (APDP) in Life Cycle Logistics

  • 10+ years of experience in problem solving, decision making, financial management, contract execution/management and USAF aircraft maintenance and logistics.

  • 20+ years of ISR mission aircraft experience.

  • Experienced with BIG SAFARI Special Projects, Aeronautical Systems Center/Air Force Life Cycle Logistics Center and associated intelligence organizations and systems.

  • Current in USAF maintenance/logistics support concepts including CAMS, JRAMS, REMIS, and LIMS-EV.

  • Knowledge of Department of Defense acquisition reform initiatives with emphasis on Advanced Concept Technology Demonstration.

  • Ability to develop and supervise the development of technical data and operational procedures for use in the operation of DOD weapons systems.

  • Possess knowledge of DOD programs and procedures for production, maintenance, and currency of Flight, Technical, and Maintenance Manuals with supporting materials.

  • Must be proficient with computer programs and hardware to develop required documentation of manuals and associated data.

  • Possess previous experience utilizing problem solving, effective communication, decision-making, financial management, programmatic and production abilities.




What You Will Do:


  • Enter BIG SAFARI sustainment and modification requirements into various KC PO contracts as required, and coordinates funding for the efforts.

  • Provide on-site representation for C/KC and Boeing program reviews and work group meetings.

  • Participate in C/KC-135 Aircraft Integrity Working Groups for the review, evaluation, and recommended action of Boeing Service Bulletins and FAA Airworthiness Directives.

  • Manage EA's under C/KC-135 Boeing Fleet Support Contract, receiving and issuing certified funds from 645 AESG.

  • Coordinate support from Tinker AFB depot shops and aircraft transfers, retirements, parts cannibalizations with C/KC-135 AVDO.

  • Author government system performance requirements into technical specifications/engineering assignments and contractor statements of work and performs technical evaluations of contractor proposals to verify fulfillment of stated requirements and value.

  • Coordinate F108 engine issues and funding requirements with 645th AESG and ACC engine managers.

  • Work with F108 depot shop on various induction and production issues involving overhaul/repair of BIG SAFARI engines.

  • Analyze various data systems (JRAMS, Fed Mall, GCSS, LIMS, REMIS, and Blade) for various sustainment support or maintenance trends and failures, as well as aircraft maintenance/sustainment plans, and compares to C/KC-135 insuring compliance with USAF and FAA inspection requirements.

  • Review KC, RC, TC, and WC historical maintenance records and contractor-provided failure-analysis reports and provide inputs to PO for recommendations to improve reliability and maintainability.

  • Plan, coordinate, and oversee new BIG SAFARI workloads in the Tinker AFB depot back shops.

  • Work various maintenance and flight manual T.O. issues with KC PO.

  • BIG SAFARI focal for Aerospace Maintenance and Regeneration Group (AMARG) requests for aircraft parts for depot repair, maintenance, and to assist with the storage induction and disposal of aircraft/assets into AMARG.

  • Coordinate UK technical document inquiry responses with Tinker AFB Foreign Disclosure Officer

  • Focal point for PDM work spec issues by reviewing and submitting changes that would affect tech orders, work spec items and inspection work cards which would affect the outcome of the PDM.

  • Maintain a secure voice telephone and is the Secure Voice Responsible Officer for maintaining the phone in accordance with COMSEC requirements including semi-annual inspections.

  • Support daily issues from BIG SAFARI Depot and users in the field.
